Resolution on strengthening restrictive measures on the territory of the city of Uralsk, West Kazakhstan region

Guided by subparagraph 4) paragraph 1, subparagraph 3) paragraph 2 of article 38, paragraphs 2, 3, 4, 7 of article 104 of the Code of the Republic of Kazakhstan "On health of nation and healthcare system" from 7iyulya 2020 №360-VI, article 65 of the Law of the Republic of Kazakhstan "On legal acts", dated 6 April 2016 No. 480-V, paragraphs 3, 4 of Chapter 2 of the decree of the Minister of health of the Republic of Kazakhstan "On some issues of organization and holding of sanitary and anti-epidemic and sanitary preventive measures" of July 5, 2020 No. R DSM-78/2020, in order to protect life, health of people and prevention of the spread of coronavirus infection (hereinafter - CVI) among the population of the city of Uralsk and taking into account the current epidemiological situation in the territory of the city of Uralsk, I DECREE:

Prohibit the holding of entertainment, sports events, exhibitions, forums, conferences, concerts, as well as family, commemorative events (banquets, weddings, anniversaries, commemorations, etc.), including at home and other events with a mass gathering of people.

Suspend the activities of all entertainment facilities, banquet halls, playgrounds of all types (with the exception of courtyards), night clubs, bars, karaoke, computer and gaming clubs, hookah bars, bookmakers, billiard rooms, bowling alleys, catering services and services for organizing holidays, preschool institutions, regardless of ownership (with the exception of duty groups);

Time limit and mode of operation:

- transfer of at least 80% of employees of state bodies and organizations of the quasi-public sector numbering 15 or more, as well as recommend at least 50% of employees of private entrepreneurship to a "remote" form of work, with the exception of services involved in anti-epidemic measures aimed at preventing coronavirus infection and providing life support to the population; first of all, employees aged 50 and older should be transferred to the" remote " form of work, with meetings, seminars, and conferences held only in selector mode and via videoconferencing without offline mode.

- organization of the work of Public Service Centers (hereinafter - PSC), including special centers with the establishment of the work schedule of PSC (special centers) on weekdays (Monday - Friday) from 09:00 to 18:00 hours, on Saturdays from 09:00 to 14:00 hours. To comply with quarantine measures, it is recommended to visit PSC and Special PSC stations by pre-booking the queue via Egov.kz, telegram bot, EgovKzBot 2.0;

- religious facilities (mosques, churches, cathedrals, synagogues, and others) allow you to work with ensure occupancy of not more than 30% and not less than 4 m2 per visitor compliance with Regulations GHSV RK №67. To forbid holding mass actions (Juma namaz and other religious rites);

- non-food and food covered markets subject to occupancy of not more than 20% and not less than 4 square metres per visitor, in compliance with Regulations GHSV RK No. 67, with the suspension of work on Sundays, according to the labor legislation of the Republic of Kazakhstan;

- food markets (outside the buildings), subject to occupancy of not more than 20% and not less than 4 square metres per visitor, in compliance with Regulations GHSV RK No. 67, with the suspension of work on Sundays, according to the labor legislation of the Republic of Kazakhstan;

- trading houses and centers (pavilions, boutiques), food stores(occupancy does not exceed 30% of the capacity of the facility, of not less than 4 sqm 1 visitor), in compliance with Regulations GHSV RK №67. Suspend the activity of shopping centers and centers (pavilions, boutiques) on Sundays, in accordance with the labor legislation of the Republic of Kazakhstan, with the exception of grocery supermarkets and pharmacies, beauty salons, dry cleaners located in them;

the catering facilities schedule 9:00 to 20.00 hours (the occupancy rate is not more than 50%, not more than 30 seats, ensuring compliance with the distance between tables is not less than 2 metres, landing at the same table should not exceed more than 4 people and without a collective, solemn, family, and other mass events) in compliance with Regulations GHSV RK №67;

- public catering facilities operating by delivery and takeaway – working hours from 9: 00 to 23: 00 hours in compliance with the requirements of the Resolution of the State Tax Service of the Republic of Kazakhstan No. 67;

- allow the activity of the courts only on delivery and takeaway, in compliance with Regulations GHSV RK №67;

4. To the Mayor of the city of Uralsk, to the Police Department of Uralsk:

Strengthen the work of monitoring groups;

Strengthen control over compliance with restrictive measures to prevent the spread of coronavirus infection, including compliance with the sanitary and disinfection regime at facilities.

5. To the Mayor of the city of Uralsk, to the Enterprises carrying out passenger transportation (including taxis):

Strengthen the sanitary and disinfection regime;

The occupancy rate of public transport should be strictly according to the seats.

Public transport must be provided with antiseptic agents, access to public transport is allowed only in personal protective equipment (medical masks).

Driving and being in a vehicle of a driver, conductor and controller, volunteer is provided with the use of masks during the working day or flight with the condition of their timely change.

At the end of the route, during the parking lot, the contact surfaces are treated with approved disinfectants (wiping with disinfectant wipes) of windows, handles, doors, handrails, seats, with mandatory ventilation of the interior.

Requirements for taxi:

Driving a vehicle is carried out using medical masks during the working day, with a change of masks every 2 hours.

Transportation of passengers is carried out with the mandatory presence of masks for all passengers.

Informing passengers when ordering a taxi about admission to the salon in the presence of masks.

6. The Mayor of the city of Uralsk, the Department of Internal Policy to provide:

Conducting explanations of restrictive measures among the population, as well as objects, regardless of the form of ownership.

7. Control over execution of the present decree shall be retained.

8. This resolution shall enter into force on January 21, 2021.
