On the agenda were discussed issues of timely implementation of construction and capital repairs carried out at the expense of budget funds, and development of them, the readiness of the city of Uralsk and districts for the upcoming winter period, the preparation of feed for the winter in the region, and issues of veterinary and phytosanitary safety in the region. As the Deputy akim of the region Timurzhan Shakimov reported, this year 48 projects are being implemented within the framework of the employment Roadmap for the reconstruction, capital and medium repair of highways of the street and road network.

– It was planned to repair 86.6 km of roads with the allocated funds from the budget in the amount of 10 billion tenge. 2,730 new jobs were created, including through the employment center. In the regional center, 30 projects (34.2 km) are planned, 18 projects (52.4 km) are being implemented in 8 districts of the region (Kaztalovsky, Baiterek, Karatyubinsky, Syrymsky, Terektinsky, Zhanibeksky, Burlinsky,Chingirlau). At the moment, 5.8 billion tenge has been spent and 45.1 km of roads have been repaired, " T. Shakimov said.

In General, 36.2 billion tenge was allocated for the construction, reconstruction and repair of roads in the region in 2020, which is planned to repair 436.5 km of roads (102 projects). As of October, 23.4 billion tenge has been spent and 335 km of roads have been repaired. In total, the network of roads of regional and district significance is more than 5 thousand kilometers. 8 road organizations that have the necessary special equipment are responsible for the winter maintenance of roads in the region. They have at their disposal 94 units of snow - cleaning equipment with various attachments (trailer graders, oblique and straight shovels, squares for clearing roads from snow, etc.), 15 loaders of various modifications, 10 sand spreaders, MTZ-80 16 units, scraper 3 units. If necessary, additional equipment will be brought in. 10 heating points are prepared for the winter period, where transit transport can wait out in adverse weather conditions. Possible snow-bearing areas were identified, in the amount of 110 units, with a total length of about 280 kilometers.

The Governor of the region instructed the district akims to check the readiness of the relevant services for the winter period, check the availability and condition of special equipment, necessary materials for processing roads in winter. Winter maintenance of roads of regional significance is provided by 26 contractors. They have 159 pieces of equipment at their disposal. The maintenance of roads in Uralsk is provided by the contractor "Zhaiyk Taza Kala"LLP. This company has 670 employees. workers and 103 units of municipal and road equipment for the maintenance of roads, including in winter, are also currently prepared by the company deicing materials.

To date, 75% of the budget allocated to the region in 2020 has been disbursed. Work on a number of projects is being completed, and most of the unfinished projects relate to the road industry.

– As for the construction of social facilities, for example, in the field of education, 29 schools are undergoing major repairs this year. Of these, 24 schools are being renovated under the dcz program, of which 12 projects have been completed, and the rest are under completion. In October, two new schools are put into operation: No. 51 in Uralsk in the village of Zachagansk and a school in the village of Chapaevo in the Akzhaik district, 8 schools are being built in the Districts, and a children's sports school. Under the Nurly Zher state program, 21 multi-apartment buildings and 139 houses in rural localities, 20 engineering communication facilities are being built. 28.8 billion tenge has been allocated for this purpose, " T. Shakimov said.

The Governor of the region discussed possible risks for the construction of objects, for some objects the deadlines for commissioning have been postponed. As for road works, all work should be completed in a month before the onset of frost.

First Deputy akim of the region Mukhtar Mankeyev spoke about the progress of forage preparation for the wintering of livestock for 2020-2021. At the moment, 1136,400 tons of hay have been harvested, plus the remains of last year in the amount of 496,100 tons. Thus, the planned norm for 2020 in the amount of 1616,000 tons of hay has been collected.

– According to the data provided by the districts, haymaking was produced on an area of 3901.0 thousand hectares, with an average yield of 2.9 C. To date, the allowed volumes are not fully prepared in Kaztalovsky, Zhangalinsky, Akzhaiksky districts of the region.due to the low yield this year, hay is purchased in Baiterek, Taskalinsky, Syrymsky, Chingirlau, karatobinsky districts and roughage is Prepared on a contractual basis. In the districts, prices for 1 package of hay were in the range of 1900-8000 tenge, the average for the region is 5314 tenge. In addition, information on feed sales in Baiterek, Terektinsky and Chingirlau Districts is updated and sent to the districts. In the region, 180 thousand tons of feed are required for wintering livestock in 2020-2021. According to the regional akimats, agricultural organizations and individual subsidiary farms are planning to purchase 96.5 thousand tons of the required volume of feed grain. As of October 2020, according to the districts, 76.2 thousand tons of feed were harvested, or 79% of the plan. The remaining 20.3 thousand tons of feed are planned to be purchased from the border regions of Russia, – said M. Mankeev.

In the region, work is being completed to prepare social facilities, residential buildings, as well as utilities and equipment for the heating season. Heat supply networks in Uralsk and Aksai are 100% ready, and power supply networks and equipment are 93% ready. All social facilities and residential buildings are connected to Central heating. 700 tons of coal and 175 tons of liquid fuel were prepared for the population.

This year, 359,204 million tenge was allocated for winter maintenance of roads of national significance in the West Kazakhstan region. To date, 211.711 million tenge(59%) has been disbursed. In total, winter maintenance is planned to cover 1,414 km, including 1,176 km within the framework of maintenance by the WKOF Kazakhavtodor LLP, and 238 km by contractors at passing capital repair facilities.

Head of the regional veterinary Department Serik Nurmagambetov spoke about the state of Affairs in the field of veterinary medicine. As you know, in 2020, 1 billion 108 million tenge was allocated to ensure veterinary safety. veterinary drugs – 6.7 million tenge.

– A vaccine in the amount of 5.7 million doses was delivered for preventive veterinary measures. 25 foci of particularly dangerous infectious diseases of farm animals were registered, including 9 foci of rabies, 13 foci of emphysematous carbuncle of cattle and 3 foci of pasteurellosis. At present, a full range of relevant veterinary measures has been carried out in all foci. The epizootic situation for especially dangerous diseases is stable, – S. Nurmagambetov noted.

Out of 147 rural districts 'vet points, 60 have premises on the balance sheet, while the remaining 87 vet points have temporarily allocated premises in the buildings of rural districts' akimats. According to the plan of veterinary measures for the prevention of particularly dangerous animal diseases, 111.8 thousand birds were initially planned to be vaccinated against highly pathogenic avian influenza this year. To date, 339.2 thousand. 274,0 thousand heads of birds were vaccinated with doses of the vaccine against highly pathogenic avian influenza in the region.

In order to ensure phytosanitary safety in the region, the following measures were carried out: treatment against non-resident locusts in : districts of the region on an area of 49.9 thousand hectares, in the amount of 107.3 million tenge, based on the cost of processing 1 ha of 2151 tenge. This had a positive impact on the phytosanitary safety of the region. In 2021, chemical treatments against herd locust pests are planned in 8 districts of the region on a total area of 72.3 thousand hectares. Phytosanitary control posts have checked 3.2 thousand vehicles to date, and an administrative case has been initiated under art. 400 Administrative code of the Republic of Kazakhstan for 1.5 thousand cars. Since the beginning of the year, 2259 violations have been detected in the field of plant quarantine. Under article 400 of the Administrative code of the Republic of Kazakhstan, 1,873 administrative cases were initiated, fines were imposed in the amount of 104.3 million rubles.
