Land without a job - money to waste

Land without a job - money to waste

During the meeting on the effective use of land resources, Governor of the region Gali Iskaliev raised the issue of targeted use of land plots, namely, that land for agricultural needs should be received by those people who really have the desire and are ready to work on it, so that it does not stand idle.

Local Executive bodies of districts and the city of Uralsk have started unscheduled inspections of land users for compliance with land legislation. As you know, on July 17 this year, the regional akimat adopted a resolution on conducting unscheduled inspections of land users for compliance with land legislation.

According to the head of the regional Department of land relations M. Umraleev for 2019 and the expired period of 2020, 907.5 thousand hectares of unused agricultural land were identified in the region.

– As a result of explanatory work carried out by local Executive bodies, as well as after the publication in the media of the names of unscrupulous land users, land plots on an area of 113.3 thousand hectares were returned to state ownership, of which 34.3 thousand hectares were put into circulation. As well as land users on the area of 451.3 thousand hectares have started using it for its intended purpose. Currently, land plots with an area of 342.9 thousand hectares or 38% remain virtually unused, " the speaker said.

In addition, in order to involve in the turnover of land returned to state ownership, local Executive bodies are working on holding competitions for granting land use rights to agricultural land. This year, 24 competitions were held on 314 land plots with an area of 233 thousand hectares. It is also planned to hold 10 competitions for the provision of 276 land plots with an area of 237 thousand hectares.

In order to encourage the voluntary return of land to state ownership, as well as to ensure transparency in resolving this issue, the names of land users who do not use land plots are published in the region.

– This work on publishing the names of unscrupulous land users in the media should be continued, indicating the specific area and the terms of its idle time. Because this is an opportunity to get a plot for those who really want to work on the land and earn income. And then these people, like that "dog in the manger", and do not use themselves, and do not give others. There are also such facts when landowners in some ways take land, arable land, hayfields, pastures and then formally show the volume, fictitious livestock. It's like they work on the land, and are renting it in the sublease. For 50% of the price, they provide their own hayfields. That is, people come to mow themselves and give half of their profits to tenants. This is an unacceptable business that needs to be completely stopped. All the mayors of the districts know these people very well. Therefore, I warn you that if there are such facts, they must be reported in advance, there will be no concessions to anyone. If the landowner needs some help, let him apply, we will help-with seed subsidies, and if he can't, then let him return it. For example, in the Bayterek district, a plot of 915 hectares of arable land has not been used for five years. The question is why? For what reasons is the land that should bring income just so idle and overgrown? While one thousand hectares can earn up to 100 million in revenue. This is not only a profit, but also a solution to the problem of employment. How many people can be involved in the processing of this site, - said the Governor of the region G. Iskaliev.

Thus, it should be noted that such land will be audited and in the case of development or use in violation of the land will be issued, increased the sizes of base tax rates to 10 times the size of the non-fulfillment of requirements of land will be confiscated to the state property compulsorily through the courts. In turn, persons who have forcibly withdrawn land plots will not be able to get other land plots within 3 years.

Also, after amendments to legislative acts are made, satellite images will be used for monitoring agricultural land.

In 2019, the geoportal of the West Kazakhstan region was developed and implemented, which has the function of space monitoring of agricultural land use. Now authorized bodies will be able to carry out monitoring without leaving. The geoportal will include information about the use or non-use of agricultural land, based on the analysis of changes in the earth's surface from satellite images taken at different times of the year.

Work on filling the geoportal continues, and it is planned to put it into commercial operation after successful integration with e-government components and state databases of Central government agencies.

Akim of the region G. Iskaliev instructed to perfect the work of the geoportal.

– On the geoprotal, information about the area of the site, its purpose and status, as well as other data is not always correct. For example, in some parts already under construction, and geoprofile this area is marked as free. Therefore, it is necessary to finalize it. The geoportal should contain accurate data that will allow interested parties to get specific information about free land, and the authorized bodies to carry out more effective work related to the identification of unused land and their return to state ownership, – said the Governor of the region G. Iskaliev.

The city of Uralsk is also being monitored to identify unused land plots. According to the mayor of the city A. Shynybekov, according to the results of monitoring, 11 land plots were identified that were not used for their intended purpose. For example, "Magistral" LLP, represented by Oleg Lazarenko, took 615.44 hectares of land for 49 years for temporary use for fishing in 2013. But as it turned out, the land is not used for its intended purpose. And there are many such examples!

- It is necessary to stop the vicious practice of non-use of agricultural land. It is necessary to encourage unscrupulous owners to process land plots or transfer them to those who are ready to engage in agricultural production on these plots. The land should not be idle – " Gali Iskaliev said.

Mayor of Taskalinsky district Aldiyar Khalelov told about how to improve the welfare of the population through the development of agricultural production cooperatives on the example of the Mereysky rural district.

– We came to the conclusion that one of the ways to develop private farms is agricultural production cooperatives. Based on the analysis conducted on the basis of the Mereysky rural district, we found out that out of 367 households registered in the rural district, 266 are engaged in personal subsidiary farming. To date, the total monthly income per capita of 1,161 residents of 266 households engaged in personal subsidiary farming is on average 50.3 thousand tenge. The volume of financial income is 30 thousand tenge, the income from the CSR is 20.3 thousand tenge. Of the 266 households in the private sector, 92% or 246 households in private farms raise livestock and poultry. As of January 1, 2020, the number of livestock and poultry registered in private subsidiary farms was: cattle-1506 heads, sheep and goats-4122 heads, horses-513 heads, poultry-6207 heads. In a private subsidiary farm, there is an increase in the number of cattle by 6.5 % (98 heads), and small cattle by 10% (412 heads).

In connection with the creation and development of a personal subsidiary farm in the Mereysky rural district, the number of cattle in private subsidiary farms will increase by 59.3% (894 heads), and small cattle by 40% (1648 heads) in 5 years, " A. Khalelov said.

That is, by combining smallholdings, farms and agricultural organizations on the principles of agricultural cooperatives it is possible to solve not only production but also social problems of the village – reduce massive unemployment, especially among young people, create new jobs, increase rural incomes, and hence opportunities for social development in rural areas.
