The Department of Strategy and Economic Development of the West Kazakhstan region for 2022 is implementing 4 budget programs.
According to the budget program 001 "Services for the implementation of state policy in the formation and development of economic policy, the system of state planning" - for 2022, the budget allocated 222,259 million tenge, the plan for the reporting period amounted to -188,474 million tenge, disbursed 186,630 million tenge, which is 97%. For the same period in 2021 87,046 million tenge was spent. The increase in expenses is associated with a change in payroll. The budget program includes expenses for the implementation of state policy at the local level in the field of formation and development of economic policy, the system of state planning and management of the region: remuneration of basic personnel, social tax, social contributions, transfer of mandatory contributions to the compulsory health insurance, remuneration of technical personnel, purchase of fuel, fuels and lubricants, payment for utilities, payment for other services and work, business trips and business trips inside and outside the country, purchase of other supplies, purchase of supplies / stationery / and office equipment. The necessary staffing for the performance of the functions assigned to the department is 42 units, including 37 civil servants and 5 units of technical personnel.According to the budget program 007 "Budget loans to local executive bodies for the implementation of measures of social support for specialists" - the budget allocated 1745.91 million tenge, for 2022 the plan for the reporting period amounted to -1449,812 million tenge, disbursed 1449,812 million tenge. For the same period in 2021, 1268,897 million tenge was spent.To attract young specialists from the social sphere and the agro-industrial complex to the countryside, this program provides for the issuance of loans for the purchase or construction of housing for young specialists. In 2022, it is planned to attract 380 young specialists to the regions of the region.According to the 003 budget program "Development or adjustment, as well as conducting the necessary examinations of feasibility studies of local budget investment projects and tender documents for public-private partnership projects, concession projects, consulting support of public-private partnership projects and concession projects", the budget allocated -25,163 million tenge. For the same period in 2021, 1,24 million tenge was spent.Under the budget program 061 Expertise and assessment of documentation on budget investments and public-private partnerships, including concessions, the budget allocated for 2022 -8,943 million tenge, the plan for the reporting period amounted to -3,577million tenge, disbursed 23,577million tenge. For the same period in 2021 9,651 million tenge was spent. The implementation of the program will ensure an increase in state investment projects approved for implementation through the mechanism of public-private partnership, as well as the concept of public-private partnership, in order to reduce the planned expenditures of the regional budget for budget investments. It is planned to conduct expert opinions on tender documents in the amount of 7 projects.
