Zhayyk Press LLP, the owner of the Burlinsky district socio-political newspaper "Burlinsky Vedomosti-Burlinsky Vesti" (hereinafter referred to as the newspaper), offers candidates nominated for participation in the elections of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan and maslikhat from January 10, 2021, conditions for placing election campaign materials in the press.

General procedure and rules for providing a place of publication in a newspaper

 

The place of publication in the newspaper is provided on the basis of the approved price list of the newspaper at the time of submitting a written application.

Provision of a place of publication in the newspaper is carried out on the basis of a written contract with the owner of the newspaper for the placement of printed campaign materials to a candidate for deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan and maslikhat. The contract version and additional documents to it are submitted in the case of a written application, as indicated below. The signing by the applicant/proxy of the agreement on the provision of a place of publication in the newspaper is the consent of the applicant/proxy to accept newspaper services related to the conduct of election campaigning. To enter into such a contract, the candidate / attorney must apply to the newspaper owner with a written application containing the following information:

- registration number, date and time of the written request;

- surname, first name, patronymic of the applicant / proxy;

- a document confirming competence in submitting a written application;

- identity card of the candidate / proxy issued by the competent state authorities, other documents in accordance with the legislation of the Republic of Kazakhstan;

- the text of a written appeal, campaign printed material indicating the place of publication and time of presentation;

- signature of the candidate or proxy.

Copies of the referenced documents are attached to the written application.

The publication must contain information about its payment, the persons responsible for the release of the material, sources of funding, and the name of the person providing the information.

The order of placement of printed materials is approved by the newspaper in the order of receipt of written requests. If a written application is received from several candidates/attorneys at the same time, the newspaper draws lots on the same day. Candidates applying for the order of placement of printed materials, or authorized representatives representing the interests of applicants, and a media representative as an independent expert of the draw take part in the draw. Each candidate / Trustee is asked to choose one of the sealed envelopes that contains the deadline for placing the printed material. The number of envelopes is equal to the number of parties participating in the draw. At the end of the draw, representatives of the parties participating in the draw and a media representative sign the Protocol of the draw. The result of the draw (a copy of the Protocol) is sent to the relevant election Commission.

The procedure for the issuance of printed campaign materials

Printed campaign materials are presented in the paper to the extent prescribed by paragraph 3 of article 28 of RK Law "On elections", signed by the person competent to sign the contract with the owner of the newspaper on the seat of the publication ready to use.

Propaganda printed materials are submitted to the newspaper 7 (seven) business days before the time of its publication in the newspaper.

The newspaper has the right to refuse to accept propaganda materials if the text contains ideas calling for a violent change in the constitutional order, violation of the integrity of the Republic, undermining state security, social, racial, national, religious, tribal and tribal discord, cruelty and violence, as well as the creation of paramilitary groups not provided for by law, and on other grounds provided for by law.

The amount and payment procedure for printing space provided by the newspaper

The amount of payment for providing a place of publication to candidates participating in the elections to the Mazhilis of the Parliament of the Republic of Kazakhstan and maslikhats, which will be held on January 10, 2021, based on the price list approved by the newspaper:

- 1 kV cm-120 tenge;

The fee for providing a place of publication must be paid in full in advance at the expense of the relevant election Fund.

Prepayment must be made within 3 (three) business days after this invoice is issued based on the invoice issued by the newspaper.

Payment is made in accordance with the Bank details of the newspaper or on the basis of an invoice specified in the agreement on providing the newspaper with a place of publication.
