DoingBusiness - Practical Implementation

Power engineers of the West Kazakhstan region are carrying out systematic work to optimize the process of connecting to power grids, which is one of the key indicators of the DoingBusiness rating.

The relations arising between energy producing, energy transmission, energy supplying organizations and consumers of electric energy are regulated by the Civil Code of the Republic of Kazakhstan, the legislation of the Republic of Kazakhstan in the field of electric power industry and the Rules for the use of electric energy of the Republic of Kazakhstan.

Some extracts from the above rules are given in this article for consumers of electrical energy in our region.

To gain access to the electrical network of our region, the power transmission organization issues technical specifications to each consumer, with the exception of consumers living in multi-apartment buildings.

To gain access to the electrical network of consumers living in multi-apartment buildings, the power transmission organization issues technical specifications to an authorized representative of the condominium facility management body.

The procedure for issuing technical specifications in cases stipulated by the Rules for organizing development and passing licensing procedures in the field of construction, approved in accordance with subparagraph 23-14) of article 20 of the Law of the Republic of Kazakhstan "On architectural, urban planning and construction activities in the Republic of Kazakhstan", is determined by these Rules.

Technical conditions for connection to electrical networks are issued to the consumer on the basis of an application in any form and a questionnaire to the application for issuing technical conditions for connecting to electrical networks (hereinafter - the questionnaire).

Consumers with an installed capacity of electrical installations of 5 Megawatts and more, to the questionnaire, attach a scheme of external power supply to the consumer, developed by a specialized design organization licensed to engage in design activities. The scheme of external power supply of the consumer is coordinated with the energy transmission and (or) energy producing organization to the networks of which it is planned to connect.

Technical conditions for connection are issued by the power transmission organization in the following cases:

1) connection of newly commissioned or reconstructed electrical installations to the electrical networks of the power transmission (energy producing) organization;

2) an increase in the consumed electrical power from the power specified in the previously issued technical specifications;

3) changes in the external power supply scheme;

4) changes in the category of reliability of power supply to consumers of electrical energy.

The power transmission organization, after receiving an application in any form from the consumer, issues technical conditions for the connection of newly commissioned or reconstructed electrical installations within 5 (five) working days, together with a drawn up and signed act of delineating the balance sheet ownership of electrical networks and operational responsibility of the parties with the consumer connection scheme.

Removing the requirement for an examination after external work has been completed has helped to reduce the number of procedures, costs and time required to connect to power grids. Now private contractors hired for outdoor work, rather than experts conducting the examination, are responsible for ensuring that quality standards are met, and grid companies inspect the work performed to ensure that all established standards are met.

The Committee for Atomic and Energy Oversight and Control has implemented reforms requiring utilities to issue and approve specifications for connections of 200 kWh or less within five days, and imposed fines on utilities that fail to comply with the new deadline. In order to comply with these requirements, WKO power transmission organizations have optimized the process of approving technical specifications.

In case of "difficulties" in connection to the WKO electric networks and on all existing connection issues, we ask consumers to contact the territorial department of the Committee for Atomic and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan for the West Kazakhstan region "at the address: Uralsk, st. Dosmukhamedova, 45, room 102, or to the email address - zko.kaenk@energo.gov.kz.
