The Ministry of Energy of the Republic of Kazakhstan has developed a draft Rules for technological connection to power grids of power transmission organizations (hereinafter referred to as the Rules). The draft Rules provide for a fundamentally new approach for Kazakhstan to the connection of new facilities. The requirements of the project will apply only to power supply facilities of business entities up to 200 kW, said Serikbolat Yeshev, head of the territorial department of the Committee for Atomic and Energy Supervision and Control of the Ministry of Energy of the Republic of Kazakhstan for the West Kazakhstan region.
The project was designed to simplify the process of connecting to the power grid as much as possible. Recall that in accordance with the requirements of the current legislation, obtaining the necessary technical documentation, the implementation of a construction project is carried out by the consumer independently with the involvement of specialized organizations (design, construction and installation).
The draft Rules stipulate that technological connection to the electric grid will be possible by concluding an appropriate agreement with the electric grid organization. We can say that this will be a new direction in the market of "turnkey electricity connection" services. After the conclusion of such an agreement, the consumer will no longer need to deal with all the technical and documentary subtleties of gaining access to power supply. The power transmission organization assumes obligations for the implementation of technological connection to its power grids, and the business entity undertakes to pay the costs of technological connection. All the necessary activities (preparation of technical documentation, preparation of a construction project, construction and installation works, testing, etc.) will be carried out by the power grid organization within the framework of its obligations from the very beginning to the supply of electricity to the consumer's electrical installations.
At the same time, the current mechanism, when the consumer independently produces all the work, will also remain legal and the right to choose remains with the consumer.
It is envisaged that the draft Rules will apply to the following cases:
