Issues on combating corruption of three committees were considered at the public Council

Today, the 28th meeting of the Public Council for investment and development of the Republic of Kazakhstan was held. The Council was attended by Yuri Lavrinenko, Chairman of the Public Council, Zamir Saginov, Executive Secretary of the Ministry for investment and development, heads of the Ministry's structural divisions, public figures and members of the Council. The meeting heard reports from the heads Of the committees for roads, construction, housing and utilities, and civil aviation on the implementation of the Ministry's anti-corruption action Plan for 2018-2020 and internal analysis of corruption risks.

According to the Deputy Chairman of the civil aviation Committee Aibek Alzhanov, the KSA provides 22 public services, 20 of them in an automated form through "E-licensing". "This excludes direct contact of the official with the service recipient. We are also working to improve the quality of public services, we have defined the procedure and personal responsibility of managers, " Aybek Alzhanov said.

In order to improve the quality of construction, prevent corruption and minimize corruption risks, the Committee for construction and housing and communal services of the REPUBLIC of Kazakhstan proposed to automate the quality control of construction by creating a "Single digital portal of the construction industry"within the framework of digitalization of the construction industry.

"The customer uploads all necessary permits and design estimates to this portal. The rest of the construction participants - the contractor, technical supervision, author's supervision-get access to this portal using an electronic digital signature and each performs functions within their competence, the control and supervision bodies conduct daily remote control and can issue comments in writing, " Deputy Chairman of the Committee Almas Idrissov said about the project.

The system will also provide a planned and actual construction schedule with the percentage of completion and deviations.  The pilot project was launched in August and operates at three sites in Astana.

The roads Committee has developed an electronic reporting database for RGS "Oblzhollaboratory", allowing to automate the process of examination of quality of work and materials, in terms of laboratory tests and instrumentation activities for facilities of the work. The results of the examination of the quality of works and materials in the database are entered once, without the possibility of correction in the future, this measure will minimize the fact of data distortion.

According to the Chairman of the KAD Mereke Pshembayev, it is planned to introduce an information system "road asset management System", which allows you to provide publicly available results of assessing the actual technical condition of the road after construction, as well as the results of repair and maintenance, as well as the warranty period.

"This information system, based on detailed data from the instrumental survey, will allow the Committee to forecast the necessary investment volumes and technical condition of roads depending on the chosen repair strategy, excluding any corruption components," M. Pshembayev said.

Following the meeting of the Public Council, the Committees were recommended to strictly comply with anti-corruption legislation and to conduct their activities openly and transparently.
