This became known during a meeting in the regional Akimat chaired by the head of the region, Serik Shapkenov. Issues of providing populated areas with sports facilities were discussed here.
First, the Head of the Department of Physical Culture, Sports and Tourism of the region, Dastanbek Kospanov, made a report. According to him, according to the “Development Plan of the Atyrau Region for 2021-2025”, the level of provision of sports infrastructure to the population per 1000 people, according to last year’s statistical report, was exceeded and reached 40.5 percent.
“The number of sports facilities in the region increases every year. Last year, 36 facilities were put into operation, and this year - one sports complex, 2 gyms, 7 sports grounds. Today, the Zhylyoy district, the city of Atyrau and the Makat districts are adequately provided with sports facilities. Inder district is at an average level, other districts are at a low level. In order to improve these indicators, we plan to build 26 sports complexes in the region in 2023-2027. In total, there are 68 rural districts in the region with a population of more than 1000 people. 28 of them are provided with sports complexes, and work is planned in 23. Work has not started in the remaining 17 districts. Most of them are located in the Kurmangazy and Makhambet districts. In general, work to provide populated areas with sports facilities is being carried out in stages according to the schedule,” D. Kospanov said.
According to the Head of the Department of Construction of the region, Nurbergen Kussainov, this year it is planned to complete and put into operation eight sports facilities in the region, and 12 sports facilities in 2024. In addition, the reconstruction of the Munaishy stadium will begin in 2024. However, the construction of some sports facilities, scheduled for completion next year, has been suspended for objective reasons.
“Among them, the contract with the contractor for the construction of a sports complex in the village of Sagyz, Kyzylkoga district was unilaterally terminated and a new tender was announced to complete the construction. The contractor is expected to be announced on November 2. Along with this, a lawsuit was filed with the economic court against the contractor of the sports and recreation complex in the village of Koktogay, Inder district, who did not complete the work on time and they do not correspond to the project. And the construction of 3 gyms in the city was suspended due to the initiation of a criminal case by the Department of Economic Investigations in April 2021 and the conduct of legal proceedings. To resolve the above issues and complete completion of the construction of facilities, we are working together with colleagues,” N. Kussainov noted.
At the meeting, regional akim Serik Shapkenov gave specific instructions to supervising deputies Marat Murziyev and Kairat Nurtayev to develop an algorithm of actions with contractors who are not constructing sports facilities at the proper level, and to terminate contracts with them.
“To ensure a healthy lifestyle for residents, it is necessary to increase the number of sports facilities in the region. But priority should be given to areas with large populations. According to your data, there are areas where there are very few sports facilities. They need to be reviewed and systematized. When a task is given for the construction of an object, first of all, financial resources are clarified and the relevance of this object for the specified locality is considered. If an object cannot be built, this should be reported and an offer should be made to build another object instead. At the same time, it is necessary to recognize contractors who do not perform work at the proper level as unscrupulous, and to terminate the contract with them. “I instruct my deputies to develop an appropriate algorithm and take control of this work,” S. Shapkenov summed up.
