THE RESULTS OF THE EXTERNAL AUDIT ON SUBSIDIES WERE CONSIDERED

"The head of the region, Makhambet Dosmukhambetov, announced this at a meeting of the regional anti-corruption commission," the Press Service of the akim of the region reports.

The meeting addressed the issue of preventing corruption during the event by cultural institutions and the results of an external audit of subsidies issued in the agricultural sector.

First Deputy of the Department for Atyrau Region of the Anti-Corruption Agency Yeskali Salamatov spoke about several reasons that may open up opportunities for corruption.

"These are: the imperfection of information systems for subsidizing; lack of knowledge by agricultural producers of the types and procedure for obtaining subsidies; the lack of an effective system for monitoring the use of subsidies for their intended purpose and conflicts of subsidy rules," the speaker noted.

The head of the regional Department of Agriculture Amangeldi Salamat named the main factors of this situation.

"During the analysis carried out by the Department of Agriculture, it was revealed that most of the applications for subsidies are made at certain times of the year. So, in 2020, of the received and approved applications to support livestock breeding and subsidize the increase in productivity, the quality of livestock products in the amount of 767 applications, 352 or 45.9% fall only in November-December," he said.

Along with this, according to the head of the department, the analysis revealed frequent changes in existing regulations, including the conditions for granting subsidies, approved by order of the Minister of Agriculture.

In turn, the Acting Head of the Department of Culture, Development of Languages and Archives Mirra Dauletbayeva spoke about corruption risks in the field of culture.

"Due to the lack of legal norms regulating the financial costs of mass cultural events and events held under the state order, there is no competition among potential suppliers. As a result, corruption risks may arise through overestimation of financial costs in the price offer. In addition, the lack of legal acts limiting or regulating the amount of financial expenses for holding specific socially significant events leads to the fact that the targeted use of budget funds is not achieved," she said.

Summing up the meeting, Akim of the region Makhambet Dosmukhambetov noted that the fight against corruption is an urgent issue, saying: "Agriculture is one of the important areas that ensure the food security of the state. And culture is the only sphere designed to promote the spiritual uplift of the people.

Therefore, these two areas require serious attention and a responsible approach. In this aspect, I am sure that the measures we are taking will provide an opportunity to improve the social situation of the population and prevent corruption risks, and I urge to further improve this work."
