May 25 this year The President of the Republic of Kazakhstan signed the Constitutional Law “On Amendments and Additions to the Constitutional Law “On Elections in the Republic of Kazakhstan” and other legislative acts on election issues.
Preparation and conduct of direct elections of rural akims is the exclusive competence of the territorial election commissions of districts and cities.
In accordance with the electoral legislation of the Republic of Kazakhstan, elections are called by territorial election commissions at least 40 days in advance and are held at least 10 days before the expiration of the term of office of the current akim. In case of early termination of the powers of the akim, elections are called within a month and are held within a month from the date of their appointment.
In accordance with Article 113-1 of the Constitutional Law of the Republic of Kazakhstan "On Elections in the Republic of Kazakhstan", the territorial election commissions of the city of Atyrau and districts of the Atyrau region scheduled elections for akims of rural districts on July 25, 2021:
Elections of akims in the city of Atyrau:
1. Damby rural district;
2. Kaiyrshakty rural district.
Elections of akims in Zhylyoy district:
1. Kosshagyl rural district;
2. Kara Arna rural district.
Elections of akims in Inder district:
1. Zharsuat rural district;
2. Koktogay rural district.
Elections of akim in Isatay district:
1. Akkystau rural district.
Elections of akims in Kurmangazy district:
1. Akkol rural district;
2. Assan rural district;
3. Kudryashov rural district;
4. Orly rural district;
5. Safon rural district;
6. Teniz rural district.
Elections of akim in Kyzylkoga district:
1. Kyzylkoga rural district.
Elections of akims in Makhambet district:
1. Akzhayik rural district;
2. Yesbol rural district;
3. Beibarys rural district;
4. Saraishyk rural district.
Elections of akims of 18 rural districts are scheduled in the city of Atyrau and 6 districts of the region.
Territorial election commissions of the city and districts:
1. Established constituencies for the election of akims of rural districts;
2. The calendar plans for the main events for the preparation and conduct of elections of akims of rural districts, scheduled for July 25, 2021, were approved.
The nomination of candidates begins on June 26, 2021 and ends at 18.00. July 9, 2021.
Candidates may be nominated in the following ways:
1) political parties from among their members. At the same time, a political party has the right to nominate only one candidate in one constituency;
2) by self-nomination, ensuring the collection of signatures of at least 1% of the total number of voters of the respective constituency who have the right to vote.
3) akim of the district (city of regional significance), if less than two candidates are nominated on the day of the end of the nomination.
To be elected akim of a city of district significance, a village, a township, a rural district, a citizen of the Republic of Kazakhstan must be at least 25 years old, capable, comply with the requirements of the legislation of the Republic of Kazakhstan in the field of civil service, have no criminal record and the fact of committing a corruption crime, a corruption offense recognized in the established law okay.
A candidate for akims of a rural district, in case of his self-nomination, must be supported by at least one percent of the votes of the total number of voters of the corresponding electoral district who have the right to vote. The support of voters is certified by the collection of their signatures.
Candidate registration begins on June 26, 2021 and ends at 18:00 local time on July 14, 2021.
Pre-election campaigning of candidates begins from the moment the deadline for registration of candidates expires, i.e. 10 days before Election Day, July 14, 2021, and ends at 00:00 local time on the day before Election Day, July 24, 2021.
The results of the elections are established by the territorial election commission of the district (city) within three days.
The elected akim of the city of district significance, village, township, rural district is considered to be the candidate who received more votes of the voters who took part in the voting compared to other candidates.
Territorial election commissions of the district (city) within seven days carry out the registration of the elected akim.
The powers of the elected akim begin from the moment of his registration by the relevant territorial election commission.
Information about elections is posted on the websites of the respective territorial election commissions.
Information on the composition and location of election commissions, the boundaries of polling stations will be published in regional and district newspapers and the Internet resource of the regional akimat atyrau.gov.kz.
