General regulations
1. The Department of culture, language development, physical culture and sports of Zhylyoi district" (hereinafter referred to as the Department) is the state body of the Republic of Kazakhstan, carrying out management in the sphere of culture, language development and promotion of the state language policy, physical culture and sports Department of Zhylyoi district.
- The department has offices:
1) Municipal state-owned enterprise "Ken Zhylyoy" house of culture (Kulsary)
2) District Central library (Kulsary)
3) District children's library (Kulsary)
4) №1 of the city library (Kulsary)
5) №2 of the city library (Kulsary)

- The Department of culture, language development, physical culture and sports of the Zhylyoy district carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation.
- The Department of culture, language development, physical culture and sports of Zhylyoy district is a legal entity, in the organizational and legal form of a state institution, has seals and stamps with its name in the state language, forms of the established sample, in accordance with the legislation of the Republic of Kazakhstan accounts in the Treasury bodies.
- The State institution "Department of culture, language development, physical culture and sports of Zhylyoy district" enters into civil relations on its own behalf.
- The State institution "Department of culture, language development, physical culture and sports of Zhylyoy district" has the right to act as a party to Civil relations on behalf of the state, if it is authorized to do so in accordance with the legislation.
- State institution "Department of culture, language development, physical culture and sports of Zhylyoi district" on issues of its competence in accordance with legislation makes decisions orders of the head of state institution "Department of culture, language development, physical culture and sports of Zhylyoi district" and other acts, stipulated by the legislation of the Republic of Kazakhstan.
- The Structure and limit of the staff of the state institution "Department of culture, language development, physical culture and sports of Zhylyoy district" shall be approved in accordance with the current legislation.
- Location of the legal entity: 20 " a " Makhambet avenue, Atyrau region, Zhylyoysky district, Kulsary city, 060100, Republic of Kazakhstan.
- The full name of the state body is the state institution "Department of culture, language development, physical culture and sports of Zhylyoy district".
- This regulation is the constituent document of the state institution "Department of culture, language development, physical culture and sports of Zhylyoy district".
- Financing of the activities of the state institution "Department of culture, language development, physical culture and sports of Zhylyoy district" is carried out from the local budget.
- State institution "Department of culture, language development, physical culture and sports of Zhylyoi district " it is prohibited to enter into contractual relations with entrepreneurial entities for the matter of performing of the duties which are functions of the state institution "Department of culture, language development, physical culture and sports of Zhylyoi district»7
If the state institution "Department of culture, language development, physical culture and sports of Zhylyoy district" is granted the right to carry out income-generating activities by legislative acts, then the income received from such activities is directed to the state budget, unless otherwise established by the legislation of the Republic of Kazakhstan.
