Analytical report on the results of internal analysis of corruption risks of the state institution "Department of housing inspection of Makat district"
According to Article 8, paragraphs 1, 5 of the Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V "On Combating Corruption" and the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12 "On approval of Standard Rules for conducting internal analysis of corruption risks" by a working group established by the Housing inspections of the Makatsky district (hereinafter referred to as the Department) an internal analysis of corruption risks was carried out:
Divisions of internal corruption risks to be analyzed: State Institution "Department of Housing inspection of Makat district".
Internal analysis of corruption risks was carried out in the following areas:
1) identification of corruption risks in regulatory legal acts affecting the activities of the unit;
2) identification of corruption risks in the organizational and managerial activities of the unit.
3. To conduct an internal analysis of corruption risks, a working group was established on the basis of the order of the head of the department dated July 7, 2021 No.
The period of internal analysis of corruption risks:
1st half of 2022.
The official of the subject of internal analysis of corruption risks, who is entrusted with the management, coordination and responsibility for conducting internal analysis of corruption risks and the results of work: Sarbasov Zhandarbek Abdrakhimovich – head of the housing inspection department, head of the working group.

Information about internal risks and analysis of corruption risks.
Internal analysis of corruption risks has been implemented in the following areas:
1) Identification of corruption risks in legal acts and legal acts affecting the activities of the department;
2) Identification of corruption risks in the organizational and managerial part of the department.
The numerical staff of the Department is 5 (1 – head, 1- chief specialist, 1- inspector, 1- statistician, 1- driver).
31.01. 2022 order No. 1 – Kapiya Tursynbayeva was dismissed at her own request.
01.02.2022 order no.2 - Kadimov Nurgadil was hired as an accountant.
01.03.2022 Order No. 8 of Gulzhan Esengalieva was hired as an inspector of the housing inspection department.
09.03.2022 order No. 10 Amandosov Amanzhol was hired as a driver.
04/28/2022 Order No. 13 Amandosov Amanzhol was dismissed at his own request.
03.05.2022 order No. 14 Zhanzhigitov Nurlybek was hired as a driver. 30.06.2022 order No. 23 Zhanzhigitov Nurlybek was dismissed at his own request.
There was no conflict of interest or negative explanation among the employees of the department.
For 6 months of 2022, the department issued 23 orders.
The Department carries out its activities in accordance with the order of the Chairman of the Agency of the Republic of Kazakhstan for Construction and Housing and Communal Services dated December 21, 2011 No. 514 "On approval of the Model Regulations on Housing Inspection".
In the regulatory legal acts affecting the activities of the department, when conducting an internal analysis of corruption risks, discretionary powers and norms that contribute to the commission of corruption offenses have not been identified.
Regulatory legal acts related to the activities of the department are used in the activity.
The main tasks of the department:
- The task of the housing inspectorate is to exercise state control in the field of housing stock management.
- The main function of the housing inspection is to conduct inspections by officials of the housing inspection of the common property of the condominium object.
Main powers of the department:
1) organization of technical inspection of the common property of the condominium object;
2) determination of the list, frequency and order of carrying out certain types of capital repairs of the common property of the condominium object;
3) approval of the cost estimates for carrying out certain types of capital repairs of the common property of the condominium object, submitted by the management body of the condominium object, financed with the participation of housing assistance;;
4) participation in commissions for the acceptance of completed works on certain types of capital repairs of the common property of the condominium object.
5) preparation of protocols on administrative offenses and consideration of cases on them;
6) determination of the organization providing the service in the case provided for in paragraph 1-1 of Article 42 of the Law of the Republic of Kazakhstan dated April 16, 1997 "On Housing relations";
7) checking the availability of a report on the management of the condominium object when the owners of the premises (apartments) of the condominium object apply.
Explanatory work was carried out on the official instructions and employment contracts of the department's employees with the establishment of personal responsibility for combating corruption.
Anti-corruption memos are posted in the department.
The number 3-02-52 has been approved as a helpline in the department.
The Housing Inspection Department ensures the execution of the district of the Department of Energy and Housing and Communal Services of the region.
