Information about internal risks and analysis of corruption risks.
The period of internal analysis of corruption risks:
2nd half of 2022.
Internal analysis of corruption risks has been implemented in the following areas:
1) Identification of corruption risks in legal acts and legal acts affecting the activities of the department;
2) Identification of corruption risks in the organizational and managerial part of the department.
The numerical staff of the department of housing and communal services, passenger transport and highways of the Makatsky district is 9 (1 - head, 1- chief specialist, 3- inspector, 1- accountant, 1- lawyer, 1-economist, 1- driver).
On April 01 , 2021 , Temirbek Inirbai Karimollauly was appointed to the position of acting head of the department .
No cases of conflict of interest have been recorded.
The Department of Housing and Communal Services, Passenger Transport and Highways of Makat district carries out its activities in accordance with Order No. 514 of the Chairman of the Agency of the Republic of Kazakhstan for Construction and Housing and Communal Services dated December 21, 2011. There are no discriminatory signs and norms in the regulatory legal acts affecting the activities of the department that contribute to corruption offenses in the internal analysis of corruption risks.
Regulatory legal acts related to the activities of the department are used in the activity.
The main powers of the Department of Housing and Communal Services, Passenger Transport and Highways are:
1) acquisition of objects for communal property;
2) preparation of a proposal to improve the norms and rules of capital repairs of communal property;
3) participation in the established procedure of acceptance into operation of completed objects of housing, civil and communal construction, industrial and non-industrial purposes;
4) development and implementation of plans for the development of local highways, public roads, streets in settlements within the respective territories;
5) management in cooperation with the authorized state body for highways, a network of public local roads, streets of settlements;
6) organization of regular intercity intra-village transportation of passengers and luggage, approval of their routes, organization and holding of competitions for the right to service them and approval of the timetable for the routes;
7) development of a program for the development of automobile transportation of passengers and luggage in intra-district communication;
8) ensuring timely consideration of applications, complaints of citizens, subordinate enterprises and departments on issues related to the competence of the department.
Explanatory work was carried out with personal responsibility for the fight against corruption with the help of office guides and staff working conditions.
For the 2nd half of 2022, 71 applications were received.
Booklets about intolerance to corruption were posted in the department.
The department has approved a helpline: 3-01-24.
According to the requirements of the "rules for registration of citizens of the Republic of Kazakhstan in need of housing from the state housing fund or housing rented by a local executive body in a private housing fund", approved by the Decree of the Government of the Republic of Kazakhstan dated June 26, 2012 No. 856, the number of citizens in line for housing in Makat district on January 1, 2022 the number of the year was 668 people. The number of waiting lists as of January 1, 2021 is 747 people. If you categorize them:
– Orphans left without parental care-18 people. (There are 18 people on the housing waiting list in 2021).
– Socially vulnerable segments of the population 224 people (in 2021, 241 people are on the housing waiting list).
- For civil servants, employees of budgetary organizations, military personnel, employees of special state bodies, 178 people (in 2021, 209 people are on the housing waiting list);)
– For citizens whose only dwelling is recognized as an emergency in accordance with the procedure established by the legislation of the Republic of Kazakhstan, 94 people (in 2021 -104).
There are 154 people in a large family (in 2021 -175).
The District Department of Housing and Communal Services, Passenger Transport and Highways of the Makatsky district ensures the performance of the work of the Department of Energy and Housing and Communal Services.
The department's helpline was published in the district newspaper "Makat Tynysy". Critical materials criticizing the fight against corruption were not published.
