On the approval of the Regulations on the State institution
"Apparatus of akim of Makat district"
In accordance with paragraph 2 of Article 31 of the Law of the Republic of Kazakhstan "On local public administration and self-government in the Republic of Kazakhstan", subparagraph 8) of Article 18, Article 124 of the Law of the Republic of Kazakhstan "On State Property", Resolution of the Government of the Republic of Kazakhstan dated September 1, 2021 No. 590 "On certain issues of organizing the activities of state bodies and their structural subdivisions", Akimat of Makat district DECIDES:
To approve the attached Regulation on the state institution "The Apparatus of Akim of Makat district".
The state institution "Apparatus of Akim of Makat district" in accordance with the procedure established by law to provide:
the direction of this resolution to the Republican State Enterprise on the right of economic management "Institute of Legislation and Legal Information of the Republic of Kazakhstan" for official publication and inclusion in the Reference Control Bank of regulatory legal acts of the Republic of Kazakhstan;
placement of this resolution on the Internet resource of the akimat of Makat district;
adoption of other necessary measures arising from this resolution.
To assign control over the execution of this resolution to the head of the state institution "Akim's Office of Makat district".
This resolution shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

General provisions
The state institution "Apparatus of Akim of Makat district" (hereinafter referred to as the state institution) is a state body of the Republic of Kazakhstan that provides leadership in the field of ensuring the activities of the local executive body and akim of the district, authorized to perform the functions of public administration in the entrusted territory.
A State institution has no department.
The state institution carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation.
A state institution is a legal entity in the organizational and legal form of a state institution, has seals with the image of the State Emblem of the Republic of Kazakhstan and stamps with its name in the state language, letterheads of the established sample, accounts with treasury bodies in accordance with the legislation of the Republic of Kazakhstan.
A State institution enters into civil law relations on its own behalf.
A State institution has the right to act as a party to civil law relations on behalf of the state, if it is authorized to do so in accordance with the legislation of the Republic of Kazakhstan.
A state institution on issues of its competence, in accordance with the procedure established by law, makes decisions drawn up by orders of the head of the state institution and other acts provided for by the legislation of the Republic of Kazakhstan.
The structure and the limit of the staffing of a state institution are approved in accordance with the legislation of the Republic of Kazakhstan.

10. This Regulation is the constituent document of a state institution.
11. Financing of the activities of a state institution is carried out from the local budget.
12. A state institution is prohibited from entering into contractual relations with business entities for the performance of duties that are the powers of a state institution.
If a state institution has been granted the right by legislative acts to carry out income-generating activities, then the income received is sent to the state budget, unless otherwise established by the legislation of the Republic of Kazakhstan.
Tasks and powers of a State institution
13. Tasks:
- Information and analytical, organizational, legal and logistical support of the activities of the akim and the state institution;
- ensuring the coordinated functioning of local executive bodies of the district in the implementation of the main directions of state, socio-economic policy, management of social and economic processes in the district;
- interaction with the local representative body, other state bodies, organizations of all forms of ownership and the population on issues of ensuring comprehensive socio-economic development of the district, protection of citizens' rights, satisfaction of their legitimate interests;
- other tasks provided for by the legislation of the Republic of Kazakhstan.
14. Powers:
1) Rights:
- to request, within the established limits, the necessary information from the executive bodies financed from the district budget and the territorial divisions of the central executive bodies;
- to request, within the established limits, from enterprises, institutions and organizations of all forms of ownership, the necessary information, documents, other materials, oral and written explanations on issues within the competence of the akim of the district;
- carry out inspections on the execution of acts of the President and the Government of the Republic of Kazakhstan, decisions and orders of the akim of the district, resolutions of the akimat of the district and compliance with the requirements of office work, including the use of civil protective equipment, in local government bodies, state enterprises and institutions;
- conduct official correspondence, including secret, with state and non-state bodies, organizations on issues related to the administration of the akim of the district;
- to make proposals to the akim of the district on the appointment and dismissal of the heads of executive and other bodies subordinate to the akim, as well as on bringing them to disciplinary responsibility;
- on behalf of the akim to involve employees of executive local bodies, representatives of enterprises, institutions and organizations to participate in the preparation and resolution of issues within the competence of the akim and akimat of the district;
- and other rights provided for by the legislation of the Republic of Kazakhstan.
2) Responsibilities:
- information and analytical, legal, administrative, organizational, documentation and logistical support for the activities of the akim of the district and his deputies, meetings of the akimat of the district and other events held by the leadership of the districts;
- coordination of the activities of local executive bodies;
- ensuring interaction with the Presidential Administration, the Office, the Prime Minister of the Republic of Kazakhstan, the Government, Parliament, higher authority, district Maslikhat, mass media, public organizations and citizens;
- performance of other tasks assigned to a state institution in accordance with the legislation of the Republic of Kazakhstan.
15. Functions:
- organization and enforcement of the Laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, decisions, orders, instructions of the akim of the district and resolutions of the akimat of the district;
- documentation support and maintenance of the activities of the akim of the district and his deputies, record keeping;
- providing conditions for expanding the functioning of the state language, improving the style and methods of work. Step-by-step implementation of office work in the state language;
- consideration of letters, applications of individuals and legal entities;
- review of official documents;
- organization of reception of citizens by the akim of the district, his deputies and the chief of staff of the akim of the district;
- preparation of materials for the akim of the district and his deputies characterizing the state and socio-economic development of the regions and districts as a whole;
- coverage of the activities of the akim of the district in the mass media;
- organization of interaction with authorities at all levels, timely receipt of information from them for the purpose of high-quality preparation of draft regulatory legal acts, concepts, forecasts forming socio-economic policy, participation in the development and examination of these projects;
- timely execution of the resolution of the akimat, the decision, the orders of the akim of the district, and the minutes of the meetings of the akimat, their distribution and storage;
- storage, systematization of the legislation of the Republic of Kazakhstan;
- ensuring the interaction of the akim of the district with law enforcement and other state bodies in the fight against crime and corruption, ensuring law and order, legality and national security;
- coordination and control over the activities of law enforcement and other state bodies on the implementation of the Constitutions of the Republic of Kazakhstan, Laws of the Republic of Kazakhstan, acts and instructions of the Head of State, Government and Prime Minister of the Republic of Kazakhstan, resolutions of the Akimat, decisions, orders and instructions of the akim of the district on combating crime and corruption, law enforcement, legality and national security, defense organizations of the Republic of Kazakhstan and the activities of the Armed Forces;
- carrying out activities and developing proposals for the prevention and elimination of natural and man-made emergencies, as well as the implementation of state policy in the field of civil protection, organization of military duty and military service activities;
