Information on conducting an internal analysis of corruption risks.
Internal risks of corruption risks have been implemented in the following areas:
1) identification of corruption risks in legal acts and legal acts affecting the activities of the department;
2) identification of corruption risks in the organizational and managerial activities of the department.
The number of personnel of the Makat district construction department is 6 (1 head, 2 chief specialist, 1 lawyer, 1 specialist, 1 driver)
On September 10, 2021 Sarsen Bolatbek Amandykuly was appointed head of the department.
There were no conflicts of interest.
The Makat district Construction Department was approved by the resolution of the Akimat of Makat district dated January 21, 2013 No. 53 approved by the resolution In accordance with the Regulations on the Makat district Construction Department.Regulatory legal acts affecting the Department's activities have not revealed discretionary powers and norms that contribute to corruption offenses in the internal assessment of corruption risks.
The activity uses normative legal acts relating to the activities of the department.
The main tasks of the district construction department are:
1) quality control of work on the scope of work and the scope of work on construction works financed from the budget.
2) the needs of construction works and the needs of construction works and the needs of construction, industrial and residential buildings, both year-round and future construction works are determined.
3)verifies the reliability and trustworthiness of the design and estimate documentation of enterprises and educational institutions, construction works of the corresponding buildings and structures of the district;
4) carrying out repair work upon completion of construction works and maintenance of facilities.
In the 2nd half of 2021, the State Institution "Makat District Construction Department" filed a lawsuit against two institutions in the Specialized Interdistrict Economic Court of Atyrau region. On 27.08.2021, a statement of claim was sent for the recognition of Kolsai Stroy LLP as an unscrupulous participant in public procurement and the collection of a fine. In accordance with the court decision No. 2301-21-00-2/1649 of December 28, 2021, the Kolsai Stroy Limited liability Partnership was denied satisfaction of the claim for recognition as an unscrupulous participant in public procurement and the recovery of a penalty in the amount of KZT 4,386,501. The statement of claim for recognition of the limited liability partnership "Kulsary Metallpromstroyservice" as an unscrupulous participant in public procurement was sent on 12.11.2021, in satisfaction of the plaintiff's claim due to the fact that the court found no evidence that when submitting the tender documentation, the potential supplier intentionally provided false information. In this connection, court decision No. 2301-21-00-2/2240 of February 03, 2022 refused to satisfy the requirement to recognize the limited liability partnership"Kulsary Metallpromstroyservice" as an unscrupulous participant in public procurement.
And also, completed construction works:
1) The construction of a 3-storey 60-apartment building (spot1) in the Makat settlement of the Makat district was completed and accepted on 12/21/2021. The contractor is DanStroy-Baza-LTD LLP.
2) The construction of a multifunctional sports complex in the village of Makat, Makat district, has been completed and accepted on 12/24/2021 by the Contractor Gamma-S LLP.ZHSHS
3) The construction of a sports ground in the Gazshylar microdistrict in the Makat settlement of the Makat district was completed and accepted on 12/20/2021. Contractor of "Zhaiyk City" LLP.
4) Reconstruction of the intersection and construction of a fountain at the intersection of M.Otemisuly and Sh.Yerkeshova in the village of Dossor , Makat district, completed and adopted on 10.12.2022. Contractor of TemirBarysAstana LLP.
Explanatory work was carried out with the definition of personal responsibility for anti-corruption measures and job descriptions of department employees.
For 12 months of 2021, not a single application was received.
The department has signs with the inscription: "No corruption."
The department has a helpline 3-10-83.
Articles on corruption issues are published. Critical materials that create conditions for corruption have not been published.
