Information on conducting an internal corruption risk analysis.
In accordance with paragraph 5 of Article 8 of the Law of the Republic "On Combating Corruption" and the Order of the Minister of Civil Service Affairs of the Republic of Kazakhstan dated October 19, 2016 No. 12 "On approval of Standard Rules for conducting Internal analysis of corruption Risks", the District Department of Employment, Social Programs and Civil Registration provides the following information:
The Department of Employment, Social Programs and registration of acts of Civil status of Makat district (hereinafter referred to as the Department) carries out its activities on the basis of the Regulations on the state institution "Department of Employment, Social Programs and registration of acts of civil status of Makat district", approved by the resolution of the Akimat of Makat district dated April 20, 2015 for No. 95.
The staffing of the department is 6 people, civil servants - 3 people. There is no conflict of interest.
The period of internal analysis of corruption risks:
2nd half of 2021.
Internal analysis of corruption risks is carried out in the following areas:
1) identification of corruption risks in regulatory legal acts affecting the activities of the department;
2) identification of corruption risks in the organizational and managerial activities of the department.
When carrying out its activities, the district department is guided by the following normative legal acts.
In accordance with the Order of the Minister of National Economy of the Republic of Kazakhstan dated April 9, 2015 No. 319 "On approval of standards of public services in the field of housing and communal services", Resolution of the Akimat of Atyrau dated June 26, 2015 No. 191 "On the provision of housing assistance" as well as "On approval of the regulations of public services by Order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 28, 2015 No. 279 "On approval of standards for the provision of special social services in the field of social protection of the population" and Resolution of the Akimat of Atyrau dated September 25, 2015 No. 293 "On approval of regulations of public services in the field of social protection provided in Atyrau region", Order of the Minister of Justice of the Republic of Kazakhstan dated April 17, 2015 No. 219 "On approval of standards for civil registration and apostille":
The District Department provides 21 public services:
During the analysis of corruption risks, no internal discretionary powers and norms contributing to the commission of corruption offenses were identified in the regulatory legal acts affecting the activities of the department.
Identification of corruption risks in the organizational and managerial activities of the department.
In job descriptions and employment contracts, employees of the department are assigned a direct duty to combat corruption with the establishment of personal responsibility for this.

The Ethical Code of Civil Servants, approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 153, is strictly observed in the work regime.

On the basis of the decree of the Makat district Akimat No. 190 dated October 01, 2017, the regulation of the municipal state institution "Employment Center of the Atyrau region of the Makat district" (hereinafter referred to as the Center) was approved.
The founder of the Center is the "Apparatus of Akim of Makat district". The authorized body is the state institution "Department of Employment, Social programs and civil registration of Makat district".
The full-time number of employees of the center is 10 people. Director - 1, specialist-4, specialist accountant-1, TSA consultant-1, assistant-2, technician-1.

In accordance with its goals and objectives, the center carries out the following activities:
The subject of the Center's activity is the provision of measures to promote employment.
assesses the state and forecast of employment development of the population, informs the population about the state of the labor market, implements active measures to promote employment provided for by Law, as well as additional measures to promote employment financed from the budget;
signs a social contract with participants of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021, approved by the decree of the Government of the Republic of Kazakhstan (hereinafter referred to as the Program), to increase the mobility of labor resources, approved by this order, monitor its implementation and apply sanctions if its conditions are not met in accordance with the Law;
registers applicants as job seekers and unemployed;
provides assistance to job seekers and the unemployed in the selection of suitable work, issues a referral for employment;
maintains an individual employment card for the unemployed;
provides social professional orientation services;
selects and distributes potential participants in employment promotion measures;
monitors and determines the need for labor in the local labor market;
issues referrals for participation in employment promotion measures;
keeps records of the availability of available jobs (vacant positions) employers, as well as on the fulfillment of quotas for the employment of disabled persons, persons registered with the probation service, persons released from prison, citizens from among young people who have lost or remained without parental care until the age of majority, who are graduates of educational organizations;
conducts information and explanatory work among the population on participation in the Program;
monitors Program participants for employment and availability of mandatory pension contributions through the Labor Market information system;
accepts documents, the list of which is established by the authorized body for employment of the population, necessary for the appointment of social benefits in case of job loss at the expense of the State Social Insurance Fund and sends them to the State Corporation;
issues a certificate of registration as an unemployed person, in the form provided for by the standard of the state service "Issuance of certificates to unemployed citizens", approved by the Order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 28, 2015 No. 279 "On approval of standards of public services in the social and labor sphere" (registered in the Register of State Registration of Regulatory legal Acts No. 11342);
informs and provides consulting services to citizens on participation in the Program, assists in the preparation of documents, conducts consultations with applicants in order to study their needs, assesses the applicants' need for social support, and accepts their documents.
Based on the decree of Makat district Akimat No. 200 dated November 29, 2019, the regulation of the municipal state institution "Territorial Center for Social Services for Pensioners and Disabled people of Makat district of Atyrau region" of the state institution "Department of Employment, Social Programs and Civil Registration of Makat district" (hereinafter - the Center) was approved.
The founder of the Center is the "Apparatus of Akim of Makat district". The authorized body is the state institution "Department of Employment, Social programs and civil registration of Makat district".
The full-time staff of the Center is 30 people. Director-1, educator-3, cook-1, nurse-nutritionist-1, head of household-1, psychologist-1, social worker-12, chief accountant-1, orderly-1, carpenter-1, washing dishes-1, social specialist-1, ward orderly-1, secretary-1, inspector masseur-1, doctor-1, speech therapist-1.

The purpose of the Center is to provide standards of special social services approved by the Order of the Minister of Health and Social Development of the Republic of Kazakhstan No. 165 dated March 26, 2015 "On approval of standards for the provision of special social services in the field of social protection of the population".
1) provision of special social services to disabled children with neuropsychiatric pathologies, disabled children with disorders of the musculoskeletal system, disabled adults with neuropsychiatric disorders, disabled people of the first and second groups, persons unable to self-service due to advanced age;
2) provision of special social services for a lady in the daytime to disabled children with neuropsychiatric pathologies, disabled children with disorders of the musculoskeletal system;
3) assessment and determination of the need for special social services.
