THE RESULTS OF THE MEASURES TAKEN TO COMBAT CORRUPTION IN THE STATE INSTITUTION "AKIM'S OFFICE OF THE BAIGETOBINSKY RURAL DISTRICT " FOR 6 MONTHS OF 2021
In accordance with paragraphs 1.5 of Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V "On Combating Corruption" and the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12 "On approval of Standard Rules for internal analysis of corruption risks", a working group established at the office of the Akim of the rural district of Baigetobe
(hereinafter referred to as the Apparatus), conducted an internal analysis of corruption risks:
1. The subdivision subject to internal analysis of corruption risks: the state institution "The Office of the akim of the rural district of Baigetobe ".
2. Internal analysis of corruption risks was carried out in the following areas:
1) identification of corruption risks in regulatory legal acts and legal acts affecting the activities of the unit;
2) identification of corruption risks in the organizational and managerial activities of the unit.
3. In order to conduct an internal analysis of corruption risks, a working group was established in accordance with the order of the akim of the rural district No. 03-r dated January 10, 2020.
4. The period of internal analysis of corruption risks: 6 months of 2021
5. Official of the subject of internal analysis of corruption risks, who is entrusted with the management, coordination and responsibility for conducting internal analysis of corruption risks and work results: Tuleuov Consaly Shapaevich - Akim of the Baigetobinsky rural district, head of the working group.

Currently, there are 5 civil servants working in the Office, including: akim of the district-Tuleuov K. (by election), chief specialist - Kunbaeva A. (by competition), chief accountant specialist-Aitzhanova G. (by competition), leading specialist - Dlekeeva Z. (by competition).
There are 8 freelance employees. All work on the basis of an employment contract.
In the rural district of Baigetobe, there are no facts of the use of workers' labor without concluding an employment contract. There was no conflict of interest in the apparatus.
From the beginning of the year to the present, 125 orders have been adopted; 38 decisions.
In the rural district of Baigetobe, a unified register of priority for obtaining a land plot for individual housing construction has been formed, today 93 people are waiting in line.
The akim of the district received 17 appeals from individuals and 1 appeal from legal entities in 6 months of 2021. 6 applications were received with a request for the allocation of an additional land plot, 5 - for the allocation of a land plot for a peasant farm, 1 - for putting electrical supports in order, 1 - for conducting a training course, 1 - for subscribing to a newspaper, 1 - for the return of land, 1 - for the installation of a lying policeman, 1 - for the construction of dachas, granting the right of private ownership of a land plot and 1 - for the extension of the right of land use.
Compliance with the requirements of the Law of the Republic of Kazakhstan "On the procedure for considering appeals of individuals and legal entities", the status of this issue, timely consideration of citizens' appeals, timeliness and correctness of the answers provided are considered by specialists of the rural district on an ongoing basis. Timely responses have been sent to appeals in accordance with the law. No complaints were received.
An information stand on honesty, integrity, morality, and the ethical code of civil servants is posted in the Office building. A "box" for complaints and suggestions is installed in a place accessible to residents.
Within the framework of the "Adaldyk Alany" project, in order to popularize among the population in crowded places, special information samples were posted, a banner on this topic was posted. In 2021 , a banner on the theme was installed in the village of Baigetobe: "Be true to your people, be cruel to your enemy, be true to your friend."
In order to protect the rights of citizens, prevent and suppress corruption offenses, a "helpline" functions in the office of the rural district (3-12-15, 3-06-45).
In the regulatory legal acts affecting the activities of the apparatus, during the internal analysis of corruption risks, discretionary powers and norms that contribute to the commission of corruption offenses are not defined.
