Announcement of a tender (auction) for the sale of a land plot or the right to lease a land plot
Dear potential bidders!
The State Institution "Makat District Department of Land Relations, Architecture and Urban Planning" informs that on August 10, 2021 at 11:00 am (Nur-Sultan time), an electronic auction is being held for the sale of a land plot or the right to lease a land plot by increasing the price on the web portal of the State Property Register www. gosreestr.kz (hereinafter referred to as the Portal).
Applications for participation in the auction are submitted in accordance with the Resolution of the Government of the Republic of Kazakhstan dated August 9, 2011 No. 920 "On approval of the Rules for the sale of privatization objects" and the Order of the Minister of National Economy of the Republic of Kazakhstan dated March 31, 2015 No. 290 "On approval of the Rules for organizing and conducting auctions (tenders, auctions) for the sale of a land plot or the right to lease a land plot, including in electronic form".
Registration of auction participants is carried out from the date of publication of the notice and ends two hours before the start of the auction – on August 10, 2021 at 09:00 (Nur-Sultan time), after which participants cannot withdraw the submitted application.
To participate in the auction, you must first register on the registry web portal with the following information:
1) for individuals: individual identification number (hereinafter-IIN), surname, first name and patronymic (if any);
2) for legal entities: business identification number (hereinafter-BIN), full name, surname, first name and patronymic (if any) of the first head;
3) details of the current account in the second-tier bank for the refund of the guarantee fee;
4) contact information (postal address, phone, fax, e-mail).
To register as an auction participant, it is necessary to register an application for participation signed by the participant's EDS on the registry web portal.
Attention! The reasons for the refusal of the registry web portal to accept the application are the failure of the participant to comply with the requirements specified in the notice, as well as the failure to receive the guarantee fee specified in the auction notice two hours before the start of the auction.
Based on the results of automatic verification, the registry web portal sends an electronic notification of acceptance of the application or the reasons for refusal to accept the application to the e-mail address of the participant specified on the registry web portal.
The participant admitted to the auction is granted access to the auction hall by the auction number assigned by the registry web portal.
Auction participants enter the auction hall within one hour before the start of the auction, using the EDS and the auction number.
The auction begins at the time specified in the notice of bidding in Nur-Sultan by automatically placing the starting price of the object of sale in the auction hall.
The results of the auction for each sold object of sale are drawn up by an electronic protocol on the results of the auction, which is signed on the web portal of the register by the seller and the winner using EDS on the day of the auction.
The protocol on the results of the auction is a document that records the results of the auction and the obligations of the winner and the seller to sign the contract of sale of the object of sale at the sale price.
The purchase and sale agreement or lease agreement is concluded in electronic format on the web portal of the register and is signed by the seller and the buyer using EDS within two working days from the date of signing the protocol on the results of the auction. At the same time, the seller submits to the buyer a draft purchase and sale agreement for signing on time within one working day from the date of signing the protocol on the results of the auction.
Submission and registration of applications for participation in the auction is carried out within at least 15 calendar days from the date of publication of the announcement of the auction on the web portal of the registry.
Guarantee fees for participation in the auction are paid to the details of a single operator in the field of state property accounting:

Purpose of payment: A guarantee fee for participation in an electronic auction.
Attention! The guarantee fee is not refunded to the winner in cases of non-signing of the protocol on the results of the auction or the purchase and sale agreement.
In all other cases, the guarantee fees are returned no later than three working days from the date of submitting an application to a single operator from an auction participant signed by the participant's EDS on the registry web portal.
