The office of the Akim of the Orlinsky rural District on the basis of the Law of the Republic of Kazakhstan "On Combating Corruption" Articles 7 and 8 and "On approval of the Standard Rules for conducting internal analysis of corruption risks" Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12, the order of the Akim of the district No. 74 "On conducting internal analysis of corruption risks"" dated January 26, 2023. Based on this order, the district akim's office conducts an internal analysis of corruption risks by a specially created working group. More precisely, it was entrusted to the chief specialist G.Gumarova, the adviser to the akim of the district A.Kibatullin and the chief specialist G.Bakhyshova.
The analysis contains directions for identifying corruption risks in regulatory legal acts regulating the work of the staff and personnel management, conflict of interest resolution, provision of public services, implementation of control and supervisory functions and other issues arising from organizational and managerial activities.
The office of the akim of the Orly rural district works on the basis of the decree of the Akimat of the Kurmangazinsky district dated January 17, 2018 No. 9 "On approval of the Regulations of the state institution of the Atyrau region of the Kurmangazinsky district "The Office of the akim of the Orly rural district". According to the decree of the akimat of the district No. 350 dated December 29, 2021, the staff of the akim of the rural district is 5 units, its actual number is 5 units. By order of the akim of the district No. 6 dated January 5, 2022, the qualification requirements for the State Administrative position were approved. All civil servants meet the qualification requirements. In the reporting period, the facts of the work of close relatives, spouses and relatives, the affiliation of employees hired were not found. The number of civil servants brought to disciplinary responsibility within the specified period 1.
II.According to regulatory legal acts
In the reporting period of 2022, 66 orders were issued, 38 decisions were received. The analysis of the current legislation, regulatory legal act and law enforcement practice is carried out on time. On the part of the prosecutor's office on these issues, no proposal or claim has been received. According to the results of the analysis, discretionary powers and norms subject to corruption for committing corrupt actions and creating conditions for decision-making were not found.
III. For the provision of public services
5 public services specified in the order "On approval of the Register of Public Services" of the Acting Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan No.39/ NK dated January 31, 2020 are provided in accordance with the Order of the Minister of Agriculture of the Republic of Kazakhstan No. 301 dated October 1, 2020 "On approval of the Rules for the provision of public services in the field of land relations":
1) Provision of a land plot for the construction of an object within the settlement;
2) Issuance of a decision to change the purpose of the land plot;
3) Queuing for a land plot;
4) Acquisition of rights to state-owned land plots that do not require bidding (contests, auctions);
5)Sale of a land plot to private ownership at a time or in installments;
The total number of public services rendered during the reporting period is 6.
In total, as of the second half of 2022, the office of the akim of the rural district received 12 applications. There are 12 individuals, no applications have been received from legal entities. Of these, 12 have been reviewed and 12 have been satisfied.
The box for citizens' complaints is located in a prominent place in the building of the akimat of the district, every week is checked by members of the commission and an act is drawn up. Up to this time, no complaints have been received in the trust box. There is a 3-55-96 helpline in the district.
On the part of citizens and legal entities regarding violations of the current legislation in connection with actions of a corrupt nature, complaints about the actions of employees have not been received.
Based on the above, according to the results of the second half of 2022, corruption risks were not identified in the office of the akim of the Orlinsky rural district as a result of an internal analysis. However, in order to exclude corruption risks, the composition of the working group made the following RECOMMENDATIONS:
