On the results of the internal analysis of corruption risks for the office of the akim of Enbekshi rural district with the results of the II half of 2022, the state institution "Office of the akim of Enbekshi rural district"

In accordance with Article 8, Clause 5 of the Law No. 410-V of the Republic of Kazakhstan dated November 18, 2015 "On Action Against Corruption", the Chairman of the Agency for Public Service Affairs and Anti-Corruption of the Republic of Kazakhstan dated October 19, 2016 "To Dependents of Corruption In accordance with Order No. 12 on approval of the model principles of conducting an internal analysis, an internal analysis of corruption related to the office of the Labor Rural District Akim was conducted on January 24-26, 2023, with the results of the II half of 2022.
The state institution "Office of the Akim of the Labor Rural District" works under the guidance of the Law of the Republic of Kazakhstan "On Action Against Corruption". "Trust box" and "Trust phone" 3-16-44 have been installed in the building of the district governor's office for submitting proposals and opinions of individuals and legal entities.
The trust box is checked every fifth day of the week by a commission made up of district specialists. Appropriate banners aimed at preventing corruption are placed in central streets. In order to prevent the facts of corruption, to create an anti-corruption culture in the society, a video clip is published on the social network "Facebook" of the district, and specially prepared memos are placed in the visible place of the institution.
The number of employees of the office of the akim of the rural district is 18, including the number of civil servants - 7, the number of employees hired on the basis of the contract - 14 units. By the order of the district akim, the duty schedule for granting annual paid leave of public servants and employees working on the basis of a private employment contract is approved. Holidays are given according to the schedule.
State employees of the district governor's office annually submit the declaration of their income on time and fully enter it into the "E-service" system.
In accordance with Article 5 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On State Services", state bodies provide complete and clear information to service recipients during the provision of state services. In the office of the akim of the Enbekshi rural district, the standards and regulations of state services are placed in a prominent place.
In order to avoid and prevent corruption in the society, the following measures were held in the district, and civil society activities were promoted on the Facebook social network of the district.
On August 29, at the Enbekshi rural club, a measure was presented to the effect that "Constitution is a guarantee of perfection" is directly aimed at monitoring the observance of constitutional law, ensuring human rights and freedoms, trust of citizens, as well as stability and security of the country.
On November 9, a video prepared by the district youth resource center was posted in order to prevent corruption and create an anti-corruption culture in the society.
On December 5, specially prepared visual products were published in the district building, in all district-related institutions, and on the Facebook social network of the district in order to create negative consequences of corruption in the consciousness of residents.
Timely processing of applications from individuals and legal entities is constantly monitored in the district, reception and understanding of residents is carried out. In the II half of 2022, 15 written applications were received, 14 of them were satisfied, 1 were explained, that is, all of them were fully answered. During the consideration of the applications of individuals and legal entities, there were no deficiencies in terms of terms, application of the norms of legislation, resubmission of appeals. There were no criminal prosecutions for violation of anti-corruption laws and no facts of offense that created conditions for corruption.
During the internal analysis of corruption risks in the state institution "Office of the Governor of Labor Rural District", no risks contributing to the commission of corruption offenses were identified.
