The Akim's office of the Dinkyzyl rural district was approved by Articles 7, 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V "On combating Corruption" and standard the rules for conducting internal analysis of corruption risks, approved by Resolution No. 19 of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated November 19, 2016 on the basis of Order No. 12 from Kazan, provides the following information: The functions of the district akim's office are performed by the akim of Kurmangazinsky district in accordance with the resolution of the akim of Kurmangazinsky district dated January 23, 2018 No. 19 "On approval of the regulations of the state institution"Akim's Office of the Dyngyzsky rural district of Kurmangazinsky district of Atyrau region". In accordance with the resolution of the akim of the district K. Nurtaev dated February 5, 2021 No. 22 "On approval of the limits of the staffing of executive bodies financed from the local budget of the Kurmangazinsky district", the staffing of the institution is 5 units, the position is 5 units. 5 people are sent on annual work leave. There was no conflict of interest. There were no complaints from civil servants. The following regulatory legal acts are in force in the work of the akim of Dinkyzyl rural district: -Law of the Republic of Kazakhstan dated January 23, 2001 No. 148-II "On Local Public Administration and Self-Government in the Republic of Kazakhstan"; -Law of the Republic of Kazakhstan dated November 23, 2015 No. 416-V "On Public Service of the Republic of Kazakhstan" ; - Order of the Minister of Finance of the Republic of Kazakhstan dated December 11, 2015 No. 648 "On approval of the Rules for public Procurement";-Regulatory legal acts of the Republic of Kazakhstan dated June 29, 2020 No. 350 – VI "Administrative Procedural Code", etc. Regulatory legal acts concerning the activities of the district akim's office during the internal analysis of corruption risks, no discriminatory powers and norms contributing to the commission of offenses were revealed. All current regulatory legal acts with issues related to the district akim's office are applied in practiceThere was no contractor held liable under procurement contracts without execution on time. Contracts concluded by means of public procurement are executed in accordance with the requirements. The building of the district houses the "ethical code" of civil servants of the Republic of Kazakhstan, "standard of public services", "ethical standards of civil servants". Meetings are held under the chairmanship of the akim of the district to prevent violations by specialists of the requirements of the legislation on public service, anti-corruption and the Code of Ethics. Questionnaires from the Agency for Civil Service Affairs and Anti-Corruption are being filled outNo civil servants have been brought to disciplinary responsibility for violating the Code of Ethics. There are 2 types of public services provided in the district. In particular: issuance of a decision to change the purpose of a land plot-0; provision of a land plot for the construction of an object within the settlement-8; provision of 19 types of public services to the population through the self-sufficiency angle.
In 6 months of 2022, 121 services were provided. Boxes for citizens' appeals are placed in a prominent place in the institution, a 3-94-34 helpline is installed. In order to prevent offenses in the field of land use, to prevent violations of the requirements of the Land Code of the Republic of Kazakhstan when providing land plots to individuals and legal entities in the district, illegal redistribution of land transferred to private ownership are under constant attention and control. There are currently no residents standing in line for land in the district.
Videos and articles dedicated to the issues of countering and combating corruption are published on the district's Facebook page. On 15.08.2022, a round table on the topic was held in the House of Culture: "Corruption is an epidemic, the task of its eradication" with the aim of promoting preventive work, promoting corruption in various circles of society on the basis of anti–corruption legislation. In order to form intolerance to corruption among the population, memos of the AtyrauAdaldykAlany project Council were distributed among the population. On 25.08.2022, in the next issue of the newspaper "Serper" No. 35, an article was published on the topic "Corruption is a conspiracy in society".
On September 27, 2022, the responsible employee of the Republican Project Council of Public Control for Atyrau region Tuleshova Aniya Akhanovna and the chief specialist of the Department of legal Support, work with legal protection bodies and mobilization training of the district akim's office RakhmetovaGulmiraMaratovna arrived at the Dynkyzyl Rural House of Culture to form an anti-corruption culture in society. in order to solve the problematic issues of the direction, public control was carried out in connection with the inclusion of the "Civil Control" project. The fight against corruption is the main task of all state bodies. According to the letter of the First Deputy of the Department of the Anti-Corruption Agency of the Republic of Kazakhstan for Atyrau region A. Mamyt dated November 10, 2020 No. 7-10/4789, special billboards have been developed and installed on the streets of SalauatKhanafin and Sultan Mukhambetkaliyev in order to comprehensively inform the population about the Adal Komek project.
The district akim's office does not carry out control activities. When analyzing the internal corruption threat contributing to the commission of corruption offenses in the organizational and managerial activities of the district akim's office, it was not revealed. During the internal analysis of corruption risks in the organizational and managerial activities of the district akim's office, no risks contributing to the commission of corruption offenses were identified. In the future, the work on corruption prevention will be expanded and carried out according to the plan.
