According to the resolution of the Government of the Republic of Kazakhstan dated February 24, 2014 No. 138 "On approving the principles of taking into account the opinion of the population of the relevant region, the relevant territory when naming and renaming administrative units, components of settlements, as well as clarifying and changing the transcription of their names" and "Local state administration in the Republic of Kazakhstan and self-management" of the Republic of Kazakhstan dated January 23, 2001 No. 148, 15 out of 17 members of the general local community meeting are participating, there is a full opportunity to open the meeting.
I suggest to choose the chairman and secretary of the meeting by an open vote of the members of the community.

Development of languages is one of the most important areas of state policy in the country. Optimum resolution of language problems is a prerequisite for the harmony of interethnic relations, grouping of peoples and strengthening of social harmony.
Onomastics policy is not limited to the Kazakhization of names. The main goal here is that the smell of national identity and national history should be felt on behalf of each locality. The new name given to the locality should serve to form national patriotism in the minds of the residents of that village or street, especially in the young generation. That's why, when giving a name to a certain settlement, pay attention to it, asked them to support the renaming of the Kudryashov rural district and Kudryashov village.

Kudryashov is a common Russian name. In my opinion, the name of the village and the name of the district should be the same, because in the regions of the district, in some places, they are called by different names. It is causing problems in some places. Here, I would like to tell you that there are several people from this rural district, who, in my opinion, are worthy of giving titles to this Kudryashov village and rural district.
Since 1913, Shaikhy Abishev, a person who has worked in the Shaikhy fishery since his youth and contributed a lot to the local people and fisheries, was the first Minister of Fisheries of the KSSR.
Previously, in 1930, the collective farm "Tungysh" was established here and its first chairman was Rakhmanov Aman, then Bekmaganbetov Zhalmukhan was appointed as its chairman. Since it was the first collective farm in Teniz district, it was called "Tunguy" collective farm. Our fisherman ancestors worked here. We should not forget this. Taking this into account, it is better to take these names into account when giving the name of Kudryashov rural district and the name of the village. My opinion is that I propose to rename the name of the village and the name of the rural district to Shaikhi Abishev, and I do not think that other names are necessary.

Of course Kudryashov Kuzma Ivanovich, commissar of the red commander, when the first Soviet government was formed, beheaded village fishermen and shed his blood thinking about the plight of ordinary people, he was one of the people who died here. Of course, the work of this citizen is great and irrevocable. But as the chairman of the meeting B.I. Today's problems are directly related to the youth, future youth, the history of the villages should be revitalized, it is necessary to be new. Therefore, I agree to change the name of Kudryashov rural district and the name of the village to Shaikhy Abishev.

Of course, Kudryashov Kuzma Ivanovich was the commissar of the Red Commander. Today, the statue of this person is installed as a monument in the central recreation area. Although we have changed the name of our village to a rural district, we are not going to remove and destroy the statue of this person. We pay our respects to him. Kudryashov will be remembered forever. Therefore, I propose to change the name of the rural district and the name of the village to Shaikhy Abishev, taking into account the work done by Shaikhy Abishev to the local people.
Dear villagers, community members. I am not against changing the name of the village and district to giving it a Kazakh name. I want to tell you that despite the many difficulties and obstacles during the establishment of the "Tunguy" collective farm, fishery work and fishing did not stop. Over time, the economy of the kolkhoz developed and engaged in additional crops and livestock farming, new jobs were opened, and residents became members of the kolkhoz. The situation of the local population has improved. During the war years, the collective farm "Tunguy" prepared 250 horses for the front for the troops. And our veterans who spoke in front of us spoke about the work of Shaikhy Abishev, we all know very well that he has a lot of work. Taking into account the works of all these words, I recommend renaming the village of "Tungysh" to the village of Shaikhy Abishev.
Dear compatriots. From what I heard, that person was quite a simple person. A person who tirelessly poured his work and sweat to raise the social condition of the local people and lead a better life. As for the renaming of the village of Kudryashov to the name of the rural district. We are now living a new free life in our sovereign state, so I think that everything should be new. My proposal is to name the name of the village and the district after Shaikhi Abishev.

Here we call Shaikhy, a person who did a lot of work for the local people and fishermen's collective farms, and some of us know this person very well. n 1930, the collective farm" Tunysh " was created and headed by its first chairman Aman Rakhmanov. Kolkhoz farmers in the years of reconstruction and further development of the economy after the war, a village club with 300 seats in the center, residential buildings Shaikhi Abishevwas built and local residents were provided with housing. In 1954, the seven-year school named after N. V. Gogol was launched. In 1956, Namazaliev Satybai, the chairman of the collective farm, made a great contribution to the development of the village's infrastructure. At the same time, Toleshkali Gabdulov, who received the title of "Honored Worker of the Kazakh SSR" and worked here, is among the veterans and veterans of collective farm construction. Dear villagers. Some of the veterans sitting here know Shaikhy Abishev very well, what kind of person he was. As we can see, he has been engaged in various fishing business since 1913. In 1928, he was elected chairman of the board of the Fishermen's Supply Cooperative. Later, he became the head of the receiving point of the fish factory. In the 1930s, he was the assistant director of the floating plant No. 11, and a year later, he became the assistant director of the "Kamen" fish plant belonging to the "Zhayik-Kaspian" state fish trust. It seems that there is no place where this person has not done work and service for the people. Considering this, I agree to change the name of the village and the name of the rural district to Shaikhy Abishev.

Therefore, in my opinion, I propose to call the name of the village, the name of the district Shaikhi Abishev.
