Akim’s office of Nurzhau rural district in accordance with Articles 7, 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V “On Combating Corruption” and “On Approval of the Model Rules for Conducting an Internal Analysis of Corruption Risks” Republic of Kazakhstan on public service and corruption On Based on the order of the Chairman of the Anti-Corruption Agency No. 12 dated October 19, 2016, the following information is provided:
The position of akim of the district is carried out in accordance with the resolution of the akim of the Kurmangazy region dated January 23, 2018 No. 21 "On approval of the regulation on the state institution of the apparatus of the akim of the Nurzhau rural district of the city of Kurmangazy district of the Atyrau region.There was no conflict of interest. There were no complaints from civil servants.
The administration of the akim of the Nurzhau rural district in the implementation of its activities applies the following regulatory legal acts:
- Law of the Republic of Kazakhstan No. 148-II of January 23, 2001 "On Local State Administration and Self-Government in the Republic of Kazakhstan" ;
- Law of the Republic of Kazakhstan dated November 23, 2015 No. 416-V "On the Civil Service of the Republic of Kazakhstan" ;
- Order of the Minister of Finance of the Republic of Kazakhstan No. 648 dated December 11, 2015 "On approval of the Rules for Public Procurement";
- Regulatory legal acts of the Republic of Kazakhstan dated June 29, 2020 No. 350-VI "administrative procedural code", etc.
The office of the akim of the Nurzhau rural district is under constant control and work is underway on measures aimed at limiting and preventing corruption manifestations. In this regard, explanatory work is being carried out in all institutions of the district aimed at preventing corruption, the distribution of printed materials, visual memos aimed at forming an anti-corruption culture in state bodies, healthcare organizations and other social facilities has been established.
The number of requests from individuals and legal entities is 34, in writing-23. Explanations were given to 6 individuals, the appeals of 17 individuals were fully satisfied. Persons who have applied in writing are issued a coupon with a unique number.45 decisions and 78 orders were adopted on regulatory legal acts.
In order to prevent violations in the field of land use, when providing land plots to individuals and legal entities in the district, attention is constantly paid and the prevention of violations of the requirements of the Land Code of the Republic of Kazakhstan, illegal redistribution of land transferred to private ownership is constantly monitored. There are currently no residents standing in line for land in the district. 1 residents of the district who did not develop the land plot provided for the construction of a residential building in a timely manner, voluntarily returned the land plots to the state in 2022. The contractor who was held liable for non-performance on time under the purchase and sale agreements was not. Contracts concluded by the method of public procurement are executed on the terms. The "ethical code" of civil servants of the Republic of Kazakhstan, the standard for the provision of public services, ethical standards of civil servants are posted in the district building. A meeting of specialists on preventing violations of the requirements of the legislation on public service, anti-corruption and the Code of Ethics is being held under the chairmanship of the akim of the district. Questionnaires are filled out from the Agency for Civil Service Affairs and Anti-Corruption. No civil servants have been brought to disciplinary responsibility for violating the Code of Ethics. There are 2 types of public services provided in the district. Namely: Issuance of a decision to change the purpose of the land plot-1; Рrovision of a land plot for the construction of an object within the settlement-16; Through the self-sufficiency corner, 19 types of public services are provided to the population. For 6 months of 2022, 137 services were provided. In the direction of fighting corruption, there are a "helpline" 3-83-09 and a "trust box". A billboard "Adal Komek project" is installed on Akbotina Street in the village of Nurzhau.
