Information on conducting an internal analysis of corruption risks
In accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan No. 410-V dated November 18, 2015 "On Combating Corruption" and the Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Combating Corruption No. 12 dated October 19, 2016 "On Approval of the Model Rules for Conducting internal analysis of corruption risks "in the State Institution" Department of Construction, Architecture and Urban Planning of Kurmangazin District of Atyrau Region ", an internal analysis of corruption risks was carried out in the following areas:
1) identification of corruption risks in regulatory legal acts and legal acts affecting the activities of the unit;
2) identification of corruption risks in the organizational and management activities of the unit.

In order to identify discretionary powers and norms that contribute to the commission of corruption offenses, an analysis of regulatory legal acts and legal acts affecting the activities of the unit was carried out.

In accordance with the decree of the Akimat of Kurmangazinsky District No. 364 dated November 21 of 2018, in order to optimize the departments of the State Institution "Kurmangazinsky District Construction Department of the Atyrau Region" and the State Institution "Kurmangazinsky District Department of Architecture and Urban Development of the Atyrau Region" district of Atyrau region ".
In accordance with the decree of the Akimat of the Kurmangazinsky District No. 361 of November 21 of 2018, the number of department employees is 7, in particular: the head of the department - 1 unit, the deputy head of the department - 1 unit, the chief specialist - 4 units, the chief specialist-accountant - 1 unit. As of December 24, 2021, 18 public procurement tenders were organized through the department. No facts of violation of the terms have been revealed in the provision of public services.
Since the department is subordinate to the Kurmangazi district akimat to receive applications from citizens, a special box has been installed in the first building of the akimat, a helpline 2-14-34 operates in the department.
On the implementation of control functions in the department, the objects under construction are controlled by the development of district (cities of regional significance) budgets for the construction and (or) reconstruction of housing of the communal housing stock, the development and (or) arrangement of engineering and communication infrastructure, the development of communal facilities; development of water supply and sewerage system facilities; development of agricultural facilities; providing rural districts with houses of culture; development by educational objects; development of sports facilities.
Facts of negative understanding were not revealed between the manager and the employees, as well as conflicts of interest related to other issues regarding the organizational and management activities of the department, the employees of the department work stably, personnel instability was not detected.
In order to counteract corruption and increase the effectiveness of the fight against violation of the rules of ethics of civil servants, the code of ethics of civil servants of the Republic of Kazakhstan, approved by the Decree of the President of the Republic of Kazakhstan and the helpline 2-14-34, is posted in the department in a visual place.
Civil servants of the department, by June 17, 2021, submitted a declaration on their income and on the income of their spouse.
There are no judicial acts and prosecutorial supervision in the department.
In accordance with the letter of the republican state institution of the Department of the Agency for Civil Service Affairs and Anti-Corruption in the Atyrau region, in order to prevent the negative consequences of corruption, leaflets in the Kazakh and Russian languages are posted in the department.
The analysis of revealing discretionary powers and norms contributing to the commission of corruption offenses of normative legal acts and legal acts affecting the activities of the unit was not found. The current normative legal acts relating to the activities of the department are used in the course of the work of the department.
In the course of the internal analysis of the State Institution "Department of Construction, Architecture and Urban Planning of the Kurmangazin District of the Atyrau Region" to identify corruption risks in the organizational and managerial activities of the department, the risks contributing to the commission of corruption offenses were not identified.
