1) identification of corruption risks in normative legal acts and legal acts involving subparagraph activities;
2) identification of corruption risks in organizational and managerial activities of the subdivider.

The management, coordination and responsibility for conducting an internal analysis of corruption risks and the results of work is assigned to the chief specialist of the department M. Mukhitov by the order of the acting head No. 72 dated May 18, 2021.

In order to identify discretionary powers and norms that contribute to the commission of corruption offenses, an analysis of regulatory legal acts and legal acts affecting the activities of the unit was carried out.

In accordance with the resolution of the Akimat of Kurmangazinsky district No. 364 dated November 21, 2018, in order to optimize the departments of the State Institution "Kurmangazinsky district Construction Department of Atyrau region" and the State Institution "Kurmangazinsky district Department of Architecture and Urban Development of Atyrau region", the State Institution "Department of Construction, Architecture and Urban Planning of Kurmangazinsky district of Atyrau region"was reorganized.
In accordance with the resolution of the akimat of Kurmangazinsky district No. 361 dated November 21, 2018, the number of employees of the department is 7, in particular: the head of the department is 1 unit, the deputy head of the department is 1 unit, the chief specialist is 4 units, the chief accountant is 1 unit. 3 employees were sent on annual leave. On April 23, 2021, the head of the department of Sundets, Zhaslan Andirzhanovich, was dismissed from his job by the order of the akim of district No. 143. There is no conflict of interest. No complaints from government employees.
In accordance with the resolution of the akim of Kurmangazinsky district No. 166 dated May 6, 2019 "On some issues of public procurement", the department is working on public procurement. As of June 22, 2021, 18 public procurement competitions were organized through the department. Of these, the work of public procurement -8, the development of PSD-3, the service of public procurement-5, the goods of public procurement -2.

There are no facts of violation of deadlines in the provision of public services.
Since the department is subordinate to the akimat of Kurmangazy district, a special box is installed in the first building of the akimat to receive applications from citizens, a helpline 2-14-34 works in the department.
According to the implementation of control functions in the department, the objects under construction are controlled by the development of district (cities of regional significance) budgets for the construction and (or) reconstruction of housing of communal housing stock, the development and (or) arrangement of engineering and communication infrastructure, the development of municipal facilities; the development of water supply and sanitation facilities; the development of agricultural facilities; providing rural districts with cultural houses; the development of educational facilities; the development of sports facilities.
There are no facts of negative relations between the manager and the employees, as well as a conflict of interests related to other issues related to the organizational and managerial activities of the department, the employees of the department work stably, personnel instability is not detected.
In order to combat corruption and improve the effectiveness of combating violations of the rules of ethics of civil servants, the department has posted the Code of ethics of civil servants of the Republic of Kazakhstan, approved by the Decree of the President of the Republic of Kazakhstan, and the helpline 2-14-34 in.
Civil servants of the department submitted a declaration on their income and on the income of their spouse until June 17, 2021.
There are no judicial acts and prosecutor's supervision in the department.
In accordance with the letter of the republican state institution of the Department of the Agency for Civil Service Affairs and Anti-Corruption in the Atyrau region, in order to prevent the negative consequences of corruption, memos in Kazakh and Russian were posted in the department.
The analysis of the identification of discretionary powers and norms that contribute to the commission of corruption offenses of regulatory legal acts and legal acts affecting the activities of the unit was not found. The current regulatory legal acts related to the department's activities are used in the course of the department's work.
During the internal analysis of the State Institution "Department of Construction, Architecture and Urban Planning of the Kurmangazinsky district of Atyrau region" to identify corruption risks in the organizational and managerial activities of the department, the risks contributing to the commission of corruption offenses were not identified.
