Information for the first half of 2021 on the internal analysis of corruption risks of the State Institution "Kurmangazy District Department of Employment, Social Programs and Civil Registration".
In accordance with Articles 7-8 of the Law of the Republic "On Combating Corruption" and the order of the Minister for Civil Service Affairs of the Republic of Kazakhstan dated October 19, 2016 No. 12 "On Approval of the Model Rules for Conducting Internal Analysis of Corruption Risks", the district department of employment, social programs and registration acts of civil status provides the following information:
The district department carries out its activities in accordance with the resolution of the Akimat of the Kurmangazin district of December 8, 2015 No. 536 "On approval of the Regulation of the state institution" Kurmangazin district department of employment, social programs and registration of acts of civil status ". In accordance with the order of the akim of the Kurmangazinsky region, the staff of the department is 12 units. There is no conflict of interest. There were no complaints from government officials. The district department provides the following public services:
1) Registration of a change of name, patronymic and surname, including the introduction of changes, additions and corrections in the civil status records;
2) Registration of death, including the introduction of changes, additions and corrections in the civil status records;
3) Restoration of records of acts of civil status;
4) Issuance of repeated certificates or certificates of registration of acts of civil status;
5) Registration of the conclusion of marriage (matrimony), including the introduction of amendments, additions and corrections to the civil status records;
6) Registration of dissolution of marriage (matrimony), including the introduction of amendments, additions and corrections to the records of acts of civil status;
7) Registration of birth, including the introduction of amendments, additions and corrections to the civil status records;
8) Registration of the establishment of paternity, including the introduction of changes, additions and corrections in the civil status records;
9) Registration of adoption (adoption), including the introduction of amendments, additions and corrections to the records of acts of civil status;
10) Reimbursement of expenses for home education of disabled children;
11) Issuance of referrals to persons to participate in active forms of employment promotion;
12) Appointment of state targeted social assistance;
13) Assignment of social assistance to certain categories of needy citizens by decisions of local representative bodies;
14) Assignment of social assistance to specialists in the social sphere living and working in rural areas for the purchase of fuel;
15) Registration of citizens affected by nuclear tests at the Semipalatinsk nuclear test site, payment of a one-time state monetary compensation, issuance of certificates;
16) Registration of documents for disabled people to provide them with prosthetic and orthopedic assistance;
17) Providing disabled people with deaf-typhlotechnical and compulsory hygienic means;
18) Registration of documents for disabled people to provide them with the services of an individual assistant for disabled people of the first group who have difficulty in moving, and a sign language specialist for people with hearing impairments;
19) Provision of wheelchairs for disabled people;
20) Provision of disabled people with sanatorium-resort treatment;
21) Registration of documents for the provision of special social services in the context of home care;
22) Registration of documents for the provision of special social services in medical and social institutions (organizations);
23) Issuance of certificates to unemployed citizens;
24) Appointment of housing assistance;
25) Issuance of a certificate confirming that the applicant (family) belongs to the recipients of targeted social assistance;
26). Registration of job seekers as unemployed, registration of job seekers.
As of the end of the first half of 2021, the department rendered 1965 public services. At the end of the first half of 2021, the total number of public services was provided to the department, there were no delays in the provision of public services.
At the end of the first half of 2021, 23 orders were issued for hiring, dismissing, business trips. To receive applications from citizens, a special box was installed in the department, as well as a helpline 2-52-76.
In the building of the department there are signs "Giving a bribe deprives freedom of the future", "With every bribe you steal the dreams of our children", "Today I collected a bribe, tomorrow I got into the cell." In connection with the change in some types of public services provided by the regional department, and in order to explain to the population of the district in the Facebook social network for the first half of 2021, announcements and explanatory notes on 18 different public services were published.
The district department does not carry out control functions.
In the Department of Management - Organizational Activity, no internal corruption risks were identified that contributed to the commission of corruption offenses during the internal audit, no corruption offenses were identified.
