On the results of an internal study on the fight against corruption in the office of the akim of the rural district of Makash for the first half of the year of 2021 to the State Institution "The Office of the akim of the rural district of Makash"

In accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan "On Combating Corruption" dated November 18, 2015, Order No. 12 dated October 19, 2016 of the Chairman of the Agency for Public Service of the Republic of Kazakhstan "On conducting an internal analysis of corruption risks of the Akim's office of the Makash rural district". The study was conducted from July 21 to 23, 2021.
The state institution " The Office of the akim of the Makash rural district works in accordance with the Law of the Republic of Kazakhstan "On Combating Corruption". There is a "trust box" in the corridor of the district building. Every month, the presence or absence of complaints received in the "trust box"is checked. There is also a helpline in the district (3-31-42). The relevant banners aimed at preventing corruption are placed on the central streets of the village.Specially prepared visual signs with the image of great thinkers, as well as the necessary information about "Atyrau Adaldyk alany"are posted in all buildings of institutions and grocery stores of the district.
The full-time number of employees of the office of the akim of the rural district is 15 units, including 5 civil servants, 10 units accepted on a contractual basis. The order of the district akim approved the duty schedule for the provision of annual paid leave to civil servants and other specialists holding positions on the basis of an individual employment contract. According to the schedule, labor holidays are provided.
According to paragraph 5 of the Law of the Republic of Kazakhstan dated April 15, 2013 "on public services", it provides service recipients with complete and reliable information when providing public services. According to this requirement, the standards and regulations of public services are placed in a prominent place in the office of the akim of the Makash rural district.Information about the procedure for providing public services and their types was posted to the residents on the social network "Facebook" of the district.
In accordance with the media plan for 2021 for the implementation of an anti-corruption culture in the district, the article "the main principle of public service" was published in the district newspaper "Serper"dated February 25, 2021 No. 8.
Employees of the district and employees of subordinate institutions have been explained the new requirements defined by the Code of the Republic of Kazakhstan No. 350 "On the Administrative Procedure Code of the Republic of Kazakhstan"dated June 29, 2020.
Timely consideration of appeals of individuals and legal entities is under constant control in the district, explanatory work is carried out and the reception of citizens of the akim of the rural district is carried out. For the first half of 2021, 32 written appeals were received, 14 of them were satisfied, 18 were explained, that is, all the appeals were considered. When considering the appeals of individuals and legal entities, there were no shortcomings in the timing, application of legal norms, such as repeated appeals. Also, the district newspaper did not publish negative articles on the facts of corruption in relation to the activities of local executive bodies. There are no facts of bringing to criminal responsibility for violations of anti-corruption legislation and offenses that create conditions for corruption.
Civil servants of the district akim's office annually submit a timely declaration of their income to their spouses.
During the internal analysis of corruption risks in the state institution "The Office of the akim of the rural district of Makash", there were no risks contributing to the commission of corruption offenses.
