QUESTIONS AND ANSWERS ABOUT THE PROJECT "WITH A DIPLOMA TO THE VILLAGE»

  1. According to the new rules, social support measures are provided to specialists who do not have outstanding overdue debt on previously issued loans (at the time of consideration of the documents specified in paragraph 10 of these Rules), as well as if there is no delay for the last 2 (two) years of more than 90 (ninety) calendar days. (paragraph 18 of the rules). Please explain why this rule is needed.

This norm was introduced to more effectively cover social support measures for specialists who do not have housing, as well as to eliminate the financial burden on specialists who do not have outstanding overdue debts on previously issued loans, as well as if there is no delay of more than 90 calendar days in the last 2 years. The availability of other loans affects the ability of specialists to pay.

  1. Can a specialist use a budget loan to buy housing from relatives?

No, it can't. This issue has been raised several times by local executive bodies. We have included a provision prohibiting the purchase of housing from close relatives (spouse, grandparents), parents (including adoptive parents), children (including adopted children), full and half brothers and sisters), as well as for the purchase of residential premises in which a citizen permanently resides.

This provision will contribute to more effective coverage of social support measures for professionals who really do not have housing.

  1. Is there an age barrier for the payment of the lifting allowance and budget credit, i.e., up to what age are social support measures paid?

According to the Rules, the recipient undertakes to work in rural areas for at least three years when receiving social support measures.

However, there are no age restrictions in the Rules. However, akimats take into account the terms of performance of the obligations of the agreement by a specialist on the maximum period of work for three full years before going on a well-deserved rest, and also take into account the terms of a budget loan (up to 15 years).

  1. Can I use a budget loan for housing construction?

Yes, you can. This provision is included in the Rules (Order No. 72 of November 6, 2014). The akimat offers the specialist options for standard projects of residential buildings to choose from. However, the cost of one square meter of housing should not exceed 46 MCI (134.2 thousand tenge). The estimated cost of housing construction should not be more than twice the size of the loan issued. The term of housing construction should not exceed 12 months from the date of granting the loan.

  1. Why the project "With a diploma in the village" does not apply to small towns?

The Sectoral Law of the Republic of Kazakhstan "On state regulation of the development of the agro-industrial complex and rural territories "(paragraph 8 of Article 18) is aimed at supporting specialists in the social sphere and the agro-industrial complex who arrived to work and live only in rural settlements.

Currently, legislative acts have been amended to change the status of small towns with a population of less than 10 thousand people. When changing the status of an urban locality to a rural one, their specialists can continue to receive social support measures and allowances provided for by the legislation of the Republic of Kazakhstan.

It should also be taken into account that the provision of social support measures within the Project for specialists arriving in cities may lead to an outflow of specialists from rural areas and an even greater increase in the shortage of personnel.

  1. You said that the automation of the project "With a diploma in the village" is being carried out. How can a specialist submit an application in electronic format?

The specialist submits an application through the e-government Portal in the "Social Security" section using their EDS. Selects social security measures.he wants support. That is, only a lifting allowance or together with a budget loan. Documents are pulled up from the relevant information systems according to the list.

This is, for example, information:

- about identity documents (from the IP of the Ministry of Justice);

- certificates of state registration of marriage (matrimony) (from IS MYURK);

- information about registration at the place of residence (from the IP of the Ministry of Internal Affairs);

- certificates on the absence (presence) of immovable property of the service recipient and his (her) spouse (s) and children, on the right to use the land plot provided for housing construction in the name of the service recipient (from the IP of the Ministry of Justice);

- information on labor activity (from the MLSPN information System);

- information about the presence of a post-secondary, technical, professional and/or higher education diploma (from the IP of the Ministry of Education and Science).

If there is no information about employment or the availability of a diploma of education in information systems, scanned versions of these documents are inserted, as well as a report from the Credit Bureau is inserted.

Then the application with the full list of documents is sent to the IP "Software product for accepting applications for rural mortgages". After that, employees of akimats of districts (cities) consider the application in accordance with the Rules for providing social Support measures to specialists in the field of health, education, Social security, culture, sports and the agro-industrial complex who have arrived to work and live in rural localities (MNE Order No. 72 of November 6, 2014 No. 72).

  1. Does the specialist have to come from the city, and not from the neighboring village?

The main criterion is the desire of a specialist to work and live in a rural locality, regardless of the place of arrival.

  1. If a person who has taken out a soft loan decides to leave the village earlier than in 3 years, what will they have to pay/fulfill?

This issue is resolved in accordance with the Agreement concluded between the administrator, the specialist and the attorney (agent).

The specialist retains the right to receive social support measures when transferring to work in other rural localities (or within one rural locality) until the expiration of a three-year period related to production conditions or at the initiative of the administration (akimat). And an additional agreement is concluded with it.

If the specialist works less than the required period on his own initiative, without the approval of the akimat, then he must return the provided social support measures in full.

  1. What are the terms for reviewing the application and granting a soft loan?

According to the updated Rules, the deadline for rendering public services is 6 business days from the moment of delivery of the package of documents to the administrator. (Previously, payment of the lifting allowance – within 27 working days, budget housing loan-within 47 working days).

  1. Please tell us what year the program will last
    "With a diploma in the village"?

For the entire period of implementation, the project "With a diploma in the village" does not lose its relevance, especially among rural youth. In addition, in the Law of the Republic of Kazakhstan "On state regulation of the development of the agro-industrial complex and rural territories", the terms of implementation of the project are specified.The project is not regulated.

  1. Pleasetell me why you need a list of popular specialties? If my specialty is not included in this list, can I get social support measures?

To address the shortage of personnel in a particular industry, akimats are given the opportunity to form a list of popular specialties. This list is posted on the official website of the akimat of the district (city of regional significance).

This list allows you to determine the categories of specialties for the upcoming period to provide social support measures in the relevant industry. For example, specialists with narrow qualifications (doctors with a narrow specialization, foreign language teachers) who could not receive social support measures due to late application or lack of funding. Prior to the inclusion of this rule, the Rules did not provide such a possibility, and only those specialists who first applied at the beginning of the year received social support measures.

At the same time, this list may be amended depending on the current situation (allocation of additional money, refusal of other specialists, etc.).

In accordance with these Rules, civil servants of the offices of akims of villages, settlements, and rural districts who are employed after October 17, 2020 (after ten calendar days after the date of their first official publication) are entitled to receive social support measures.
