The work of the housing commission
The housing commission under the akimat of Kurmangazin district has been working since 2015.
On the basis of the resolution of the Akimat of the Kurmangazinsky District of September 28, 2020 No. 255 "On the establishment of the housing commission", the composition of the housing commission was changed, the rules were approved, the district department of housing and communal services, passenger transport and roads was approved as a working body for housing construction.
The main tasks of the commission are to decide on the allocation of housing from the state housing stock or housing rented by the local executive body from the private housing stock, and to make a legal decision on the privatization of housing from the state housing stock.
The department provides two public services in accordance with the order of the Minister of National Economy of the Republic of Kazakhstan dated April 9, 2015 No. 319 "On approval of standards for the provision of public services in the field of housing and communal services." They:
1) "Registration and queuing of citizens in need of housing provided by the state housing stock, or housing rented by the local executive body from the private housing stock, as well as the decision of local executive bodies on the provision of housing";
2) "Privatization of housing from the state housing stock".
This service is provided through the regional public service center and the "PEP" program of the electronic system of Nur-Baspan. It should be noted that earlier this service was provided on paper, but now it is provided only through the electronic portal.
In accordance with paragraph 5 of Article 71 of the Law of the Republic of Kazakhstan dated April 16, 1997 No. 94 "On housing relations", an annual inventory of the priority list of citizens of the Republic of Kazakhstan, registered among those in need of housing, is carried out. carry out. Purpose - inventory of queues and documents of citizens in need of housing. Every year, before April 1, the regional newspaper "Serper" announces an inventory and the need to submit the relevant documents, explanatory work is regularly carried out.
According to the results of the inventory in 2020, 5 meetings of the district housing commission were held (07/09/2020, 08/05/2020, 08/14/2020, 10/10/2020, 11/18/2020) In accordance with the protocol decision of the commission, the apartments are provided with housing for the following categories of citizens ( 21 socially vulnerable groups, civil servants, employees of budgetary organizations, military personnel and elected officials - 14 people, orphans and children left without parental care, under the age of twenty-nine, minor orphans - 7 people, large families - 8 people, private houses are recognized as emergency - 1 person.
As of 2020, there are 936 people (families) in the queue for housing in the district. Including:
Socially vulnerable groups - 417;
Large families - 131;
Public sector employees - 239;
The only houses recognized as emergency - 10;
Orphans and children left without parental care - 139.
In 2020, under the "Happy Family" program, 7 people received vouchers and 4 people bought housing. Among them, 1 person from a large family, 3 people from a socially unprotected group.
In addition, lists of residents of a 60-apartment building on 22 Astana Street in the village of Kadyrka were drawn up and decisions were made by the housing commission for housing construction.
This year, the construction of the third three-story 60-apartment building in the village of Kadyrka in the Enbekshinsky rural district will be completed and put into operation in April this year. In this regard, the number of requests from district residents to queue up for housing is growing.
In order to ensure free access to information on the registration of citizens in need of housing from the housing stock, as well as the lists of citizens who have received housing, the lists are published on the Electronic Government portal. Every citizen can get the necessary information about the electronic signature key through the website "E.gov".
