In accordance with paragraph 5 of article 8 of the law of the Republic of Kazakhstan "On combating corruption" No. 410-V 18, 2015 order No. 12 of October 19, 2016 Chairman of the Agency of RK on civil service "On conducting an inward analysis of the corruption risks of akim of the rural district of Makash". The study was conducted from January 11 to 13, 2021.
The state institution "The Office of the Akim of the Makash rural district" operates in accordance with the Law of the Republic of Kazakhstan "On Combating Corruption". A "trust box" is located in the corridor of the district building. Every month, the presence or absence of complaints received in the "trust box"is checked. The district also operates a telephone hotline (3-31-42). The corresponding banners, aimed at preventing corruption, were placed on the central streets of the village. "In all buildings of institutions and food stores of the district, the memory of" "honest assistance"", the ability to contact the call center" "1424 ""when identifying facts of corruption, ""honestly go, honestly stand "" was issued." On October 29, 2020, in order to prevent and suppress corruption among employees, the office of the akim of the Makash rural district organized a round table in compliance with sanitary and epidemiological standards.
The full-time number of employees of the office of the akim of the rural district is 15 units, including 5 civil servants, 10 units accepted on a contractual basis. The order of the district akim approved the duty schedule for the provision of annual paid leave to civil servants and other specialists who hold positions on the basis of an individual employment contract. According to the schedule, work leave is provided.
According to paragraph 5 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On public services", it provides service recipients with complete and reliable information when providing public services. According to this requirement, in the office of the akim of the Makash rural district, the standards and regulations of public services are placed in a prominent place.
In the district, timely consideration of appeals of individuals and legal entities is under constant control, explanatory work is carried out and the reception of citizens of the akim of the rural district is conducted. For the second half of 2020, 43 written appeals were received, 17 of them were satisfied, 26 were explained, that is, all the appeals were considered. When considering the appeals of individuals and legal entities, there were no shortcomings in the terms, application of the legislation, such as repeated appeals. Also, the district newspaper did not publish negative articles on the facts of corruption in relation to the activities of local executive bodies. There are no facts of bringing to conditional responsibility for violations of anti-corruption legislation and offenses that create conditions for corruption.
Civil servants of the district akim's office annually submit a timely declaration of their income to their spouses.
During the internal analysis of corruption risks in the state institution "The Office of the Akim of the Makash rural District", no risks contributing to the commission of corruption offenses were identified.
