Analytical report based on the results of an internal analysis of corruption risks of the Akim's Office of the Inder District of Atyrau Oblast as of 2021

 

Internal analysis of corruption risks was carried out on the basis of the order of the head of the administration of the akim of the Indersky region "On the creation of a working group."

An analytical report based on the results of an internal analysis of corruption risks was compiled by a working group:

          1) Murzin Artur Tabyldievich - head of the administration of the district akim;

          2) Sagyngaliev Nurasyl Kurakovich - head of the state legal department, emergency situations and control over the quality of public services of the district akim's apparatus;

3) Sansyzbaev Aibolat Salamatovich - head of the department of organization and control of the administration of the district akim;

4) Aldabergenova Gulfiya Uteuovna - head of the general department of the administration of the district akim;

5) Nuriyev Kaiyrzhan Utepovich – head of the personnel management service department of the district akim apparatus.

          The period for conducting internal analysis of corruption risks: from January 1 to December 30, 2021.

          Period analyzed: 2021.

          The subject of internal analysis of corruption risks:

  1. Personnel management, including staff turnover;
  2. Settlement of conflicts of interest;
  3. The quality of the provision of public services
  4. Implementation of control and authorization functions;
  5. The quality of consideration of applications from individuals and legal entities;
  6. Observance of official ethics and norms of anti-corruption legislation;
  7. Other questions arising from the subject of analysis.

 

          "Apparatus of akim of the Inder region" State Institution, Atyrau region, Inder region, Inderbor village, Kunaev street, No. 12.

  1. Personnel management, including staff turnover The structure and staffing limit of the akim's apparatus of the Inder region are approved in accordance with the current legislation. The number of administrative civil servants of the akim's apparatus is 15, 1 vacancy.

The following disciplinary sanctions were applied: 15 civil servants in the form of a "reprimand", 1 civil servant in the form of a "reprimand".

  1. Settlement of conflicts of interest The institution did not record any conflicts of interest.

3.Provision of public services The State Institution “Akim's Office of Indersky District” does not provide state services.

  1. Implementation of control and authorization functions

The State Institution "Akim's Office of Indersky District" does not have control and authorization functions.

  1. The quality of consideration of applications from individuals and legal entities

In 2021, the akim's office of Inder district received 556 calls. Of these: applications from individuals - 510, from legal entities - 42, as well as a complaint - 4.

Applications of individuals and legal entities are considered in the prescribed manner.

The administration of the akim of the Inder district sends monthly reconciliation acts on the received applications to the Atyrau regional department of the committee on legal statistics and social records of the General Prosecutor's Office.

In the State Institution “Akim's Office of Inder District”, the requirements of the Code of Ethics and anti-corruption legislation are strictly observed.

  1. Other issues arising from the subject of analysis There were no critical publications in the media.

In 2021, the apparatus of the akim of the Inder region adopted: resolutions - 246, decisions - 39 and orders - 65.

The following were registered with the justice authorities: Resolution - 1, Resolution - 1.
