Certificate of internal analysis of corruption risks
In accordance with the Order of the chairman of the agency of the Republic of Kazakhstan for Civil Service Affairs and anti-corruption No. 12 dated 19.10.2016 "on approval of standard rules for conducting internal analysis of corruption risks", by the order of the head of the indersky District Department of Agriculture (hereinafter referred to as the Department) No. 7 dated February 05, 2020, a working group was established to conduct internal analysis of corruption risks.
The Working Group analyzed the following sources of information::
1) normative legal acts affecting the activities of the Department;
2) results of previous inspections conducted by state bodies in relation to the Department;
3) publications in the mass media;
4) appeals of individuals and legal entities received by the Department;
5) acts of prosecutor's supervision;
6) judicial acts
7) other information, the provision of which is not prohibited by the legislation of the Republic of Kazakhstan.
The following normative legal acts are used in their activities:
Law of the Republic of Kazakhstan dated December 4, 2015 No. 434-V "on Public Procurement", Labor Code of the Republic of Kazakhstan dated November 23, 2015 No. 414, budget Code of the Republic of Kazakhstan dated December 4, 2008 N95-IV, law of the Republic of Kazakhstan dated January 23, 2001 No. 148 "on local public administration and self-government in the Republic of Kazakhstan" , According to the Code of Ethics on measures for further improvement of ethical standards and rules of conduct of civil servants of the Republic of Kazakhstan, approved by the decree of the president of the Republic of Kazakhstan dated December 29, 2015 No. 153, the law of the Republic of Kazakhstan dated November 23, 2015 No. 416-V "on civil service of the Republic of Kazakhstan", the administrative procedural code of the Republic of Kazakhstan dated June 29, 2020 No. 350-VI.
At the end of 2021, in order to explain to the public the procedure for obtaining public services provided through the department and to comprehensively discuss the implementation of state support measures in the field of Agriculture, 2 live online briefings were held at the end of 2021, 2 "Fair of public services" in the service akimat in the building of the district Akim, 7 seminars-meetings with the heads of Agricultural Structures, 5 articles were published in the district newspaper "Dender".
In 2021, the department received no complaints from individuals and legal entities. 4 applications were received and answered through the Information System" e-Petit". Every month, a corresponding report on the application is drawn up.
In 2021, there were no cases when acts of prosecutor's supervision and judicial acts were canceled.
The full-time structure of the Department of Agriculture of the indersky district consists of 4 civil servants and 3 employees on a contractual basis. In particular, the head of the department is 1 unit, the chief specialist is 3 units, the specialist is 1 unit, the accountant is 1 unit, the driver is 1 unit.
According to the results of 2021, there were no employees who received disciplinary penalties.
There were also no cases of hiring close relatives of the head of the Department. Employment is carried out in accordance with the norms of the law on a competitive basis and by referral through the Employment Center. 86 orders were accepted in the Department. The adopted orders did not define norms that affect the occurrence of corruption.
According to the results of the analysis, the conditions that contribute to the obstruction of the decision-making by officials of the department at their own discretion, in the exercise of their rights and legitimate interests by individuals and legal entities, legal gaps that affect the voluntary interpretation of normative legal acts were not revealed. The existence of discretionary powers and norms has not been established.
No materials related to corruption were published in the mass media addressed to administrative civil servants of the Department. The helpline 2-10-38 of the state institution" Department of Agriculture of indersky district " and the names of the responsible employee are regularly published in the local press. The link of trust is fully operational. No information was received by civil servants that violated the Code of ethics and allowed corruption risks.
There were no conflicts of interest for the department during the reporting period.
In order to ensure transparency of information on spending budget funds allocated to the department, an annual plan for conducting public procurement procedures for works, goods, and services has been approved and published on the electronic web portal. In this regard, all public procurement is carried out in accordance with the approved annual plan.
Public procurement methods of requesting price offers and receiving them from a single source, announcements on the implementation of procurement were conducted openly through the unified web portal of public procurement of the Republic of Kazakhstan. At the end of 2021, there were no violations on the web portal of Public Procurement that led to disciplinary liability. At the same time, in order to improve and strengthen anti-corruption work in the event of budget changes, the information was put into the "interactive map of open budgets" in a timely manner.

During the internal analysis of corruption risks of the Department of Agriculture of the indersky district, the reasons and conditions contributing to the commission of corruption offenses were not revealed.
As mentioned above, the department informs that anti-corruption work is carried out in accordance with the plan.
