Implementation of the Action Plan for the implementation of the Concept for improving the sphere of Legal Education in the Atyrau region for 2017-2022
For the formation of legal literacy and anti-corruption culture in the society through social outdoor advertising, it is planned to install banners, place information memos and posters, and regularly distribute sketches with periodic updates. As part of this, 7 banners and about 800 memorials were placed in the village of Inderbor, rural districts.
In total, 624 appeals of individuals and legal entities were registered in 11 months of 2020, and 656 appeals were received in 11 months of last year. Compared to last year, it decreased by 5%.
All appeals were considered by the office of the district akim, district departments and the Office of the rural district Akim, and responses were given in accordance with the legislation. As the analysis of the appeals showed, most of the issues (housing, social assistance, permanent employment, land issues, municipal issues). Of the 624 applications received, 65 were satisfied, and 559 were clarified within the framework of the law.
According to the results of 11 months of 2020, the personal reception of the district akim was held 41 times (in 2019-43). 26 of them are in online format. A total of 203 residents attended the reception (231 in 2019). At the reception, 169 residents received explanations within the framework of the law,34 residents received a positive decision.
Since the beginning of the year, 12 articles have been published on the pages of the newspaper in order to organize a wide information and propaganda work in the mass media on the formation of legal literacy of citizens in society.
In order to create a special section on the Internet resources of state bodies and ensure their high-quality content with information and explanatory materials on legal issues, the section "legal education" has been opened on the official Internet resource of the akimat and supplemented with materials on various topics.
In order to improve the legal literacy of citizens when receiving public services, since the beginning of the year, 4 exit fairs and 28 online broadcasts have been held in the Public Service Center.
There are 12 non-professional mediators working in the district and 1 professional mediator. And in the educational institutions of the district, "mediation" offices are open. As an alternative method of resolving disputes without pre-trial settlement, meetings of the" Council of Biys " with the population are held, promoted through information media. In 2020, 53 claims were considered with the participation of members of the" Council of Biys", 23 civil cases were dismissed.
Since the beginning of the year, legal actions "Adal Komek"have been held 2 times to conduct legal education events and provide free legal assistance to vulnerable groups of the population.
Regulatory legal acts (hereinafter referred to as NPA) adopted by the akimat of the district and the akims of the village of Inderbor, rural districts, including those affecting the interests of citizens and entrepreneurs, are adopted by preliminary publication on the portal "Open Regulatory Legal Acts". In order to ensure the participation of the population in the public discussion of the draft NPA, memos were sent out and posted in places of mass gathering of the population.
In the course of promoting the values of the national patriotic idea "Mangilik El", events on various topics were held in the district. In the republican contest of creative projects "My Homeland – my initiative" in the category "Pole of Modernization", an online contest on the topic "Bookcrossing in the village" 1 student from the district won the first prize. In the first quarter of 2020, the Office of the Mayor of Indersky district held an action "People's Lawyer" for free legal advice to the population.
