The results inward analiza remos measures on anti-corruption held in the state institution "apparatus of akim of the rural district Bodene" by the end of 2020

Internal analysis of corruption risks held in the state, "the akim of the rural district Botanische" by the end of 2020, according to the Rules of internal analysis of corruption risks, approved by the decree of the Minister of civil service Affairs of the Republic of Kazakhstan of October 19, 2016.
The analysis covered such areas as determining the risks of corruption in the normative legal acts regulating the work of the office of the akim of the rural district, personnel management, establishing conflicts between the parties, conducting control and supervisory measures, providing public services, as well as other problems that arise in the course of performing organizational and managerial functions.
In the process of exercising its powers, the office of the akim of the rural district is guided by the following normative legal acts:
- "Constitution of the Republic of Kazakhstan" of August 30, 1995;
- "Labor Code of the Republic of Kazakhstan" No. 414-V dated November 23, 2015;
- Law of the Republic of Kazakhstan No. 148-II of January 23, 2001"On Local government and Self-Government of the Republic of Kazakhstan»;
- Law of the Republic of Kazakhstan No. 221-III of January 12, 2007 "On the procedure for considering applications of Individuals and Legal Entities»;
- Law of the Republic of Kazakhstan No. 416 of November 23, 2015 "On the Civil Service of the Republic of Kazakhstan»;
- Law of the Republic of Kazakhstan No. 434-V of December 4, 2015 "On Public Procurement»;
- Code of Ethics of Civil Servants of the Republic of Kazakhstan, approved by Decree of the President of the Republic of Kazakhstan No. 153 of December 29, 2015.
I. On identifying corruption risks in the issuance of Regulatory legal acts:
In the office of the Akim of the Bodenevsky rural district, according to the results of 2020, the akim of the rural district adopted 38 decisions and 124 orders. The analysis of regulatory legal acts did not identify critical discretionary powers and norms that contribute to the commission of corrupt actions or decision-making.
According to the results of 2020, the office of the akim of the Bodenevsky rural district provided 57 public services, including:
- placing children of preschool age (up to 7 years old) on the waiting list) for directions to the children's preschool - 25;
- submission of applications and the enrolment of children in pre-school organizations:
- providing free transportation of children living in remote villages to general education institutions and later homes;
- making a decision on changing the purpose of the land plot-7;
- provision of land for the construction of an object within the locality-25;
There were no violations of the deadlines for the provision of public services, as well as no complaints about employees and the quality of public services.
II. On appeals of individuals and legal entities received by the akim of the rural district:
In the apparatus of the akim of the rural district Botanische checks and the monitoring of compliance with the legal requirements for admission, registration, accounting and consideration of appeals of individuals and legal entities.
In total, according to the results of 2020, the office of the akim of the Bodenevsky rural district received 8 appeals. Of which: from individuals– 5, from legal persons - 3.
2 cases out of 5, reviewed at the end of 2020 was resolved, in 6 cases the relevant answers within the law, the number of repeat calls-0.
By the end of 2020 akim of the rural district adopted on 21 resident and relevant explanations.
According to the results of 2020, no supervisory or other acts and proposals were received from the prosecutor's office and the judicial authorities.
III. To identify corruption risks in the personnel management service of the office of the Akim of the rural district:
In the office of the akim of the Bodenevsky rural district, according to the results of 2020, an analysis of the number of personnel, staffing and vacant positions was conducted. According to the results of the analysis, there are 5 staff units in the office of the akim of the rural district. Today, the actual number of civil servants is 4 people.
The number of internal and general competitions for vacant positions held at the end of 2020 is 0. As a result of the analysis of corruption risks, there were no conflicts.
By the order of the district akim No. 30-r dated January 17, 2017, the qualification requirements for administrative public positions were approved. All civil servants meet the established qualification requirements. During the reporting period, the facts of joint activity (work) of close relatives, spouses and relatives of employed employees were not revealed.
The mass media does not publish materials that reveal illegal actions and abuses against the staff of the office.
Conclusion: based on the above, the activities of the state institution "Office of the Akim of the Bodenevsky rural District" did not reveal corruption risks and norms that allow corruption risks.
