On the results of the internalа risk analysis of measures to anti-corruption, measures provided by in a public institution "akim's apparatus of Еsbol rural district" based on the results of 2020
State institution «Akim’s apparatus of Esbol rural district» Inder district, a village Esbol, Zhambyl street No.22, 8 (71234) 24-10, Fax 2-64-10 e-mail: esbol. @bk.ru the analysis of corruption risks is provided in the state institution «Akim’s apparatus of Esbol rural district» based on the results of 2020 according to Internal analysis of corruption risks, approved by the order of the Ministry of civil service Affairs of theRepublic of Kazakhstan dated October 19, 2016.
The analysis covered areas such as identifying risks of corruption in legal acts regulating the work of akim's rural district, personnel management, establishment of conflict of the parties, control and Supervisory measures, the provision of public services, as well as other problems arising in the implementation of organizational-administrative functions.
In the process of exercising its powers, the office of the akim of the rural district is guided by the following normative legal acts:
- "Constitution of the Republic of Kazakhstan" dated August 30, 2995;
- "Labor Code of the Republic of Kazakhstan" No. 414-V dated November 23, 2015;
- Law of the Republic of Kazakhstan No. 148-II of January 23, 2001 "On local government and Self-Government of the Republic of Kazakhstan»;
- Law of the Republic of Kazakhstan No. 221-III of January 12, 2007 "On the procedure for reviewing applications of Individuals and legal Entities»;
- Law of the Republic of Kazakhstan No. 416 of November 23, 2015 "On the Civil Service of the Republic of Kazakhstan»;
- Law of the Republic of Kazakhstan No. 434 of December 4, 2015 "On Public Procurement»;
I. On identifying corruption risks when Issuing Regulatory legal acts:
In the office of the akim of the Esbol rural district, 84 decisions and 141 orders were adopted by the akim of the rural district in 2020. The analysis of normative legal acts did not reveal critical discretionary powers and norms that contribute to the commission of corrupt actions or decision-making.
According to the results of 2020, the office of the akim of the Esbol rural district provided 144 public services, including:
There were no violations of the deadlines for the provision of public services, as well as no complaints about employees and the quality of public services.
II. On the appeals of individuals and legal entities received by the akim of rural district:
Akim's apparatus of Esbol rural district checks and control over compliance with requirements of laws for reception, registration, accounting and consideration of addresses of physical and legal entities.
In total, according to the results of 2020, the office of the Akim of the Esbol rural district received 8 appeals. Of these: from individuals-5, from legal entities-3.
2 appeals out of 5 reviewed at the end of 2020 were positively resolved, 6 appeals were given appropriate responses within the framework of the law, the number of repeated appeals is 0.
According to the results of 2020, the akim of the rural district accepted 21 residents and gave appropriate explanations.
According to the results of 2020, no supervisory or other acts and proposals were received from the Prosecutor's office and the judicial authorities.
III. To identify corruption risks to the personnel management service of the office of the akim of the rural district:
In the office of the akim of the Esbol rural district, an analysis of the number of personnel, staffing and vacant positions was carried out at the end of 2020. According to the results of the analysis, there are 5 staff units in the office of the akim of the rural district. Today, the actual number of civil servants is 4 people.
The number of internal and general competitions for vacant positions held at the end of 2020 is 0. As a result of the analysis of corruption risks, there were no conflicts.
The decree of the district akim No. 30-r dated January 17, 2017 approved the qualification requirements for administrative public positions. All civil servants meet the established qualification requirements. During the reporting period, the facts of joint activity (work) of close relatives, spouses and relatives of employed employees were not revealed.
The mass media have not published materials that reveal illegal actions of drug use against the staff of the office.
Conclusion: based on the above, the activities of the state institution "Office of the Akim of the Esbol rural District" did not reveal corruption risks and norms that allow corruption risks.
