Internal corruption risk analysis conducted in the se "akim's Apparatus Altaiskogo rural district" for the year 2020 according to the Rules of internal corruption risk analysis, approved by the order No. 12 of the Chairman of the Agency for civil service Affairs and combating corruption of the Republic of Kazakhstan from October 19, 2016.
An internal analysis of anti-corruption measures was conducted for the period from January 25-26, 2021.
The analysis covered areas such as identifying risks of corruption in legal acts regulating the operation of the apparatus, the adjustment of the conflict of the parties, control and Supervisory measures, the provision of public services, as well as other problems arising in the implementation of organizational-administrative functions.
In the process of exercising its powers, the district akim's office is guided by the following normative legal acts:
"Constitution of the Republic of Kazakhstan" dated August 30, 1995;
"Labor Code of the Republic of Kazakhstan" No. 414 dated November 23, 2015;
Law of the Republic of Kazakhstan of January 23, 2001 " On Local Government and Self-Government of the Republic of Kazakhstan»,
The Law of the Republic of Kazakhstan of January 12, 2007 " On the Procedure for Considering Appeals of Individuals and Legal Entities»,
Law of the Republic of Kazakhstan dated November 23, 2015 " On the Civil Service of the Republic of Kazakhstan»,
Law of the Republic of Kazakhstan dated December 4, 2015 " On Public Procurement»,
The Code of Ethics of Civil Servants of the Republic of Kazakhstan6 approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015.
The staffing of civil servants GU akim rural district Altaiskogo -7 people, the agreement-12 persons dismissed on negative motives, brought to a disciplinary responsibility of the staff there.
Civil servants of the district akim's office take advanced training courses in a timely manner.
There were no facts of violation of labor discipline, repeated violations of labor discipline, violations of administrative and criminal law, corruption offenses among civil servants, and persons who committed a criminal offense were not hired.
Consideration of appeals of legal entities and individuals is carried out in accordance with the Law of the Republic of Kazakhstan dated January 12, 2007 No. 221 "On the procedure for consideration of appeals of individuals and legal entities". The facts of violation of terms of consideration of applications of citizens legal entities and individuals are not allowed. Reception of citizens on personal issues in accordance with the approved schedule on a permanent basis is conducted by the akim of the rural district.
In the office of the akim of the rural district, the timely submission of declarations on income and property by civil servants and their spouses was ensured.
Types of public services provided by the office.
The office of the akim of the Yeltay rural district provided 100 public services during the reporting period, including:
- Placing children of preschool age (up to 7 years old) on the waiting list) for referral to preschool organizations-49;
- Provision of a land plot for the construction of an object within the boundaries of a locality -19 .
- Issuance of a decision to change the purpose of the land plot-5.
- Providing free transportation to educational organizations and back home to children living in remote rural areas -0.
- Putting on the queue for obtaining a land plot-27.
There are no violations of the deadlines for the provision of public services, as well as complaints against employees on the quality of service and on the terms.
In 2020, the Office considered 12 appeals (8 of them from individuals, 4 from legal entities).
The monitoring of the mass media was carried out to identify negative materials against civil servants of the apparatus. No negative materials were found during the study period.
The prosecutor's protest was not received. No violation of the law has been established for the conduct of public procurement. Public procurement was conducted through the portal www.goszakup.gov.kz. The facts of conflicts of interest were not revealed.
During the reporting period, the office held 5 meetings. A banner "Take tops, not bribes"is installed near the Mayor's Office building. In a prominent place of the institution, a box for complaints and applications of citizens is installed and a helpline 25-247 is indicated.
During the reporting period, the office of the Akim of the Yeltay rural district did not identify the risk of corruption. There were no violations of the law and no violations of the law on the part of the civil servants of the administration.
