Information on the work in the direction of the anti-corruption program
In the district department of agriculture, agitation and propaganda work on combating corruption is constantly carried out, meetings and round tables with managers, members of farms working in the department, chief specialists and those engaged in crop production and animal husbandry have been repeatedly held. In all circles, they talk and explain about the dangers of corruption. The department has developed a Code of Ethics and redesigned the box for complaints and statements according to a new model. In accordance with order of Chairman of Agency of Republic Kazakhstan on public service Affairs and counteraction of corruption from October 19, 2016 No. 12 "On approval of Model rules for conducting internal review of corruption risks" by the head of the Department of agriculture Inder (hereinafter-the Department) established a working group to conduct an internal analysis of corruption risks.
The internal analysis of corruption risks was conducted from January 6 to December 31, 2020.
The Working Group conducted an analysis on the following sources:
1) regulatory and legal acts affecting the activities of the department;
2) The results of inspections previously carried out by state bodies in relation to the department;
3) publications in the mass media;
4) appeals of individuals and legal entities received by the department;
5) acts of prosecutor's supervision;
6) according to other information, the presentation of which is not prohibited by the legislation of the Republic of Kazakhstan.
During the reporting period, there were no cases of hiring their close relatives by the head of the department. Recruitment is carried out on a competitive basis in accordance with the provisions of the law.
Recommendations are given on the elimination of the circumstances that caused the commission of violations of the law, specified in the order of the Audit Commission for the Atyrau region No. 24 of July 03, 2020.
The proposals were taken into account and the shortcomings were eliminated.
Employees of the department provide 4 (four) types of public services:
1) state registration of the pledge of special vehicles – 0 services
2) issuance of a registration document (duplicate) and a state license plate for tractors and self-propelled chassis and mechanisms made on their basis, self-propelled agricultural, land reclamation and road construction machines, as well as special off-road vehicles - 55 services;
3) conducting an annual state technical inspection of tractors and self-propelled chassis and mechanisms made on their basis, trailers to them, including trailers with mounted special equipment, self-propelled agricultural, land reclamation and road construction machines and mechanisms, as well as special cross-country vehicles-21 services;
4) issuance of certificates for the right to drive tractors and self-propelled chassis and mechanisms made on their basis, self-propelled agricultural, land reclamation and road construction machines and mechanisms, as well as special cross-country vehicles-74
There were no refusals in the provision of public services and public services rendered in violation of the deadlines.
Information on public services rendered is provided weekly, monthly, and quarterly.
In accordance with Article 18 of the Law of the Republic of Kazakhstan "On Public Services", public services are provided on the basis of: 1) through service providers; 2) through a state corporation; 3) through the web portal of "electronic government" and the mobile network subscriber device.
1.According to the results of 2020, the department did not receive any requests from individuals and legal entities.
The Department is working to ensure information transparency in the application and implementation of decisions on budget spending.
In order to ensure transparency of information on the expenditure of budget funds allocated to the department, in accordance with the law, an annual plan for conducting public procurement procedures for works, goods, and services is approved and published on an electronic web portal. In this regard, all public procurement is carried out in accordance with the approved annual plan.
During the reporting period, there were no corruption offenses on the part of the department's employees.
As mentioned above, the department reports that anti-corruption work is being carried out in accordance with the plan.
