Internal analysis of corruption risks.
In accordance with Article 7-8 of the Law of the Republic "On Combating Corruption" and the Order of the Minister for Civil Service Affairs of the Republic of Kazakhstan dated October 19, 2016 No. 12 "On Approval of Standard Rules for Conducting Internal Analysis of Corruption risks", the District Department of Employment, Social Programs and Civil Registration provides the following information:
The district department carries out its activities in accordance with the resolution of the administration of the Inder district dated August 3, 2015 No. 224 "On approval of the Regulations of the municipal state institution "Inder District Department of Employment, Social Programs and Civil Registration". In accordance with the order of the head of administration of the Inder district, the staff number of the department is 6 units, of which the actual number is 6 units. 6 units were sent to the annual labor leave. There is no conflict of interest. There were no complaints from civil servants.
A working group has been established in the department to conduct an internal analysis of corruption risks. The working group is headed by the head of department A.Serikkalieva.. In accordance with the order of the Minister of national economy of the Republic of Kazakhstan dated April 9, 2015 № 319 "On approval of standards of state services in the sphere of housing and communal services", the resolution of administration of Atyrau city from 26 June 2015 No. 191 "About the purpose of the housing help" and "About approval of regulations of the public service by order of the Minister of health and social development of the Republic of Kazakhstan from January 29, 2016 No. 68, No. 446 of December 25, 2017 and on amendments to Order No. 279 of April 28, 2015 "On Approval of Standards for the provision of special social services in the field of social protection of the Population" and Resolution No. 293 of the Atyrau City administration of September 25, 2015 "On Approval of Regulations for Public services in the field of social protection provided in the Atyrau Region", Order No. 219 of the Minister of Justice of the Republic of Kazakhstan of April 17, 2015 "On Approval of Standards for Civil Registration and Apostille Registration»; A total of 10170 public services were provided through the district department for 25 types, including 2718 services through corporations, 1065 services through e-government, 6272 services through information systems, 5 services in paper form, and 5 services in alternative form.
In the building of the department for recipients of public services posted standards and regulations of public services .
According to the results of 2020, the department received a total of 21 requests to the t h from individuals-10, from legal entities-11 where 6 requests were fully satisfied, 14 were given explanations, 1 request was refused. To receive applications from citizens, the department has a special box, as well as a helpline 2-14-60.
In connection with the state of emergency, explanatory work was carried out on the provision of public services through the e-government portal, according to the ZOOM program, Facebook, explanatory work was carried out among the population on the provision of public services through the department.
To create an atmosphere of "perfect intolerance" in the building of the department there are signs "Giving a bribe deprives freedom and the future", "With each bribe you steal the dreams of our children", "A future without corruption is our common goal", "You can stop corruption".
The district department does not perform control functions.
In June 2020, an audit was conducted by employees of the Audit Commission for the Atyrau region for 2016-2020. The audit revealed an overpayment of wages in the amount of 52.3 t. t., where it was fully repaid during the audit period, an underpayment in the amount of 7.7 t. t. were transferred to the accounts of employees. Misuse of the transfer from the republican budget in the amount of -60.7 t. t. fully returned to the republican budget.
During the analysis of the internal analysis to identify corruption risks in the organizational and managerial activities of the department, the risks that contribute to the commission of corruption offenses were not identified.
