Information about the implementation of the project "With a diploma in the village"
Within the framework of the project "With a diploma in the village", the number of young people who have arrived in the village is growing every year. This program was effective both for young people looking for work and to fill the shortage of personnel in rural areas. The main goal of the program is to provide rural areas with the necessary social and technical specialists.
In order to encourage young professionals, the state pays lifting allowances and provides preferential loans for the purchase of housing.
In order to implement measures for the social support of scarce experts arrived in the settlements of the district from 2009 to present, district 204 professional (in the health sector - 63 specialists, in the education sector - 132 specialist in the field of sports - 5, in the cultural sphere-2 in the field of agriculture-2 specialists) for a total amount of 31 million 835 thousand tenge received a lump sum moving allowance and 133 experts (30 experts in the field of public health, 92 specialist in education, 5 experts in the field of sports, 3 specialists in the field of culture and 3 specialists in the field of agriculture) for the acquisition of property for a total amount of 376 million 994 thousand tenge have received a budget loan at a percentage of 0.01% for a period of fifteen years.
In May 2020, amendments were made to the Order of the Minister of National Economy of the Republic of Kazakhstan dated November 6, 2014 No. 72 "On approval of the Rules for providing social Support measures to specialists in the field of health, education, Social security, culture, sports and agro-industrial complex who arrived to work and live in rural settlements". The changes were posted on the social network "Facebook" of the district Department of Economics and Finance.
In accordance with the new rules, if earlier the documents of specialists were accepted and submitted to the commission directly by the working body, then from 2020 a list of popular specialties was formed on the basis of letters from the heads of health, education, sports, culture, agriculture and published on the Internet resource of the akimat of the district.
According to the formed list, the documents of young specialists were accepted through the non-profit joint-stock company "State Corporation" Government for Citizens " (Public Service Center).
In the reporting year, at the expense of the local budget for a total of 6 million 111 thousand 600 tenge, 22 specialists were paid one-time lifting allowances and at the expense of the republican budget, 9 specialists received a budget loan for the purpose of purchasing housing.
