Decision-making process and the state planning system

During a lecture organized by the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan (hereinafter ASPR) for the master's course students of "Strategic Management and Leadership" of the Academy of Public Administration under the President of the Republic of Kazakhstan, key approaches to the updated state planning system were presented.

According to ASPR Deputy Chairman Olzhas Tuleuov, the architecture of the state planning system underwent significant changes this year. Under the current system, the hierarchy is led by the National Development Plan until 2029, whose implementation mechanisms include three areas: development plans of government agencies, development plans of regions, cities of national significance and the capital, as well as development plans for national companies. The NDP-2029 outlines five core principles that establish the value-driven benchmarks for medium-term vision.

As the speaker noted, achieving a trajectory of sustainable, accelerated growth is closely linked to a substantial increase in citizens' welfare, reflected in higher real incomes and improved quality of life.

"To achieve these goals, the work under the NDP will focus on ensuring access to basic infrastructure and services for all residents creating equal opportunities for every citizen and consistently developing core sectors of the economy while supporting new points of accelerated growth" - Olzhas Tuleuov said.

In turn, the attendees shared their experiences in implementing tasks at the local level. Participants emphasized the importance of the opportunity to receive first-hand explanations from the developers of the National Development Plan.

In conclusion, an interactive session was held where all participants received comprehensive answers to their questions related to the lecture.
