Today, at a briefing with representatives of foreign media, the Chairman of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan Aset Irgaliyev spoke about the activities of the agency and the reforms carried out in Kazakhstan.
Aset Irgaliyev noted that the upcoming elections to the Majilis and maslikhats this week will complete the reboot of the main institutions of power. This is an important direction of the comprehensive reform program presented by the Head of State a year ago in his Address to the people of Kazakhstan and supported by citizens at a national referendum. Among other significant changes, he singled out: the introduction of a single seven-year term of the presidency and a mixed electoral system, as well as the creation of a Constitutional Court.
According to the Chairman of the Agency, the new stage in the development of the country is characterized by the change of the formula "economy first, then politics" to the opposite, designed to provide an institutional foundation for structural reforms in the economy. The central role in solving this issue is assigned to ensuring the real rule of law.
As the head of the Agency noted, clear, stable and transparent "rules of the game" will allow launching a qualitatively new investment cycle and implementing economic modernization. Last September, the Head of State announced a large package of economic reforms.
In this regard, active work is underway on the formation of new Budget and Tax Codes, regulatory documents on public-private partnership and public procurement are being revised. "The new tax policy will become one of the main tools to ensure the diversification of the economy and its qualitative growth," Aset Irgaliyev said at a meeting with journalists.
In addition, the speaker spoke about the large-scale work carried out within the framework of further reducing the regulatory burden on business and creating favorable conditions for the inflow of investments. He also elaborated on the issues of reducing the role of the state in the economy, privatization and de-monopolization.
Aset Irgaliyev also said that the Agency is currently developing a new package of reforms, which focuses on the development of targeted and effective state support within the framework of the formation of value chains in priority sectors of the economy.
At the end of the meeting Aset Irgaliyev answered journalists' questions.
The event was attended by more than 45 foreign journalists (from Belgium, Bulgaria, Bosnia and Herzegovina, Hungary, Italy, Spain, Canada, Lithuania, Norway, Poland, Portugal, Romania, Slovenia, Serbia, Slovakia, France, Croatia, Switzerland, Sweden, Czech Republic, Armenia, Azerbaijan, Republic of Belarus, Georgia, the Kyrgyz Republic, Tajikistan, Egypt, Israel, Indonesia, Jordan, South Korea, Morocco, Malaysia, Mongolia, Pakistan, Turkey and South Africa).
