ASPR: Sustainable long-term growth will depend on the development of human capital

Today, Deputy Chairman of the Agency Arken Utenov delivered a lecture on Human capital in Kazakhstan as part of the "Development Day" at the Academy of Public Administration under the President of the Republic of Kazakhstan.

During the event, A.Utenov presented theoretical and practical aspects of the human capital development process in Kazakhstan.

In particular, the lecturer noted that human capital occupies the largest share in the structure of the national wealth of Kazakhstan today – 42%. At the same time, this indicator is still 20% lower than the global average.

There is also a noticeable decrease in the share of natural capital, which is at the level of 29%.

According to the speaker, all this indicates that in the long term, the country's sustainable growth will largely depend on the quality of human capital.

Touching upon the regional aspects of this issue, Arken Utenov noted that the educational sphere has the greatest influence on the territorial differences of human capital.

In this regard, the speaker focused on the causes and imbalances existing in preschool, secondary, technical and vocational (colleges) and higher education. ASPR's proposals for each of the levels of education were presented to the participants of the event.

In conclusion, A. Utenov answered the questions of the audience, noting that in addition to education, healthcare, the social protection system, and the labor market also affect human resources, which will be the next topic of the upcoming meetings.

For reference:

Human capital is the knowledge, skills and health of a person, in which he invests and accumulates during his life, which allows him to realize his potential as a useful member of society.
