Traditionally, it is customary to sum up the results at the end of the year. Agency also did not stay away and it was decided to finalize the year with a selection of what was done.
We are often asked what the Agency does, and in short we are working on the preparation of turnkey institutional and structural reforms, assessing the quality and effectiveness of their implementation, forming alternative analytics, working out mechanisms to improve the efficiency of the state planning system.
This year, the Agency has prepared a package of structural and institutional reforms in 5 areas:
The rule of law is the foundation of economic democratization. Reforms in the field of the rule of law will be aimed at solving key systemic problems: ensuring the independence of judges, improving the quality of the selection of new judges, updating the judiciary from personnel who defame the judicial system, and reforming the Supreme Judicial Council into an independent institution that ensures the purity and qualifications of the judiciary.
Fair competition and guarantees of economic freedom. The reforms will be aimed at the consistent implementation of rules and practices of fair competition, the development of tools for demonopolization, ensuring the economic freedom of business entities in terms of pricing.
An open, prosperous economy and growing incomes of citizens. The reforms in this area will be aimed at creating a predictable macroeconomic and fiscal environment, equal taxation conditions for all business entities, stimulating and supporting their growth and development, removing barriers and market failures that restrain business investment activity.
Development of human capital. The reforms will be implemented through changes in horizontal policies in the fields of education, healthcare, social support and pension provision.
Public administration is based on the principle of "The State for man". Reforms in this area will be implemented by changing the principles and approaches in the selection, evaluation of efficiency, development of human capital in the public service, transformation of organizational culture, increasing the openness of data and decisions, de-bureaucratization of the state planning system.
Work is actively underway on legislative initiatives:
From 2024, a new Tax Code will come into effect, aimed at creating incentives for high-quality business development, encouraging tax integrity, transparency and fairness of administration. Also, a new Budget Code will be adopted, which will primarily be result-oriented. This together will ensure a synchronized reboot of the budget and tax system of Kazakhstan.
Also, a new Urban Planning Code will be developed in 2023. To do this, an array of regulatory legal acts (more than 2500) in the field of architectural and urban planning activities will be reworked and conceptual issues that go beyond the existing legislation will be identified.
In addition, work will be carried out on the new Law "On Public Procurement" and "On public-private partnership". These measures, along with others, will significantly increase trust relations and the effectiveness of interaction between the state and business.
The Agency pays special attention to research and analytics.
For the first time among the CIS countries Agency attracted undergraduates and doctoral students from Harvard Kennedy School for research work in the Agency. This practice will be continued next year.
Author's development of the Agency QazMod
The Agency has developed its own system of in-depth and multi-scenario macroanalysis QazMod, which allowed us to strengthen our predictive and analytical potential.
The advantages of the system are its detailed analysis, technical flexibility, polyscenarity of forecasts, the breadth of the list of simulated macro forecasts, a high degree of economic interpretability of the results.
Reforming national statistics
An ambitious program to reform national statistics has been launched. It consists of 68 directions.
The importance of this task is due to the fact that the development and implementation of reforms should be based on reliable and complete information. Thanks to transparent statistics, we will get an effective state policy or otherwise Data-driven Government.
