ASPR hosted a lecture for master’s students of the Academy of Public Administration

A visiting lecture was held today at the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan for master’s students of the Academy of Public Administration under the President of the Republic of Kazakhstan. The lecture was dedicated to the state planning system and model-based forecasting tools.

Deputy Director of the Department of Economic Sectors, Zhanibek Nurpeissov, presented the key principles of the state planning system and the main documents forming its institutional architecture. He emphasized that the system is aimed at socio-economic development, improving citizens’ well-being, strengthening national security, and ensuring efficient resource allocation. He also outlined the implementation of strategic vision at the regional level, focusing on the development of regional development plans, monitoring mechanisms, and a practical example of decomposing goals and objectives using one of the regions as a case study.

Director of the Department of Macroeconomic Policy, Shyngys Seidaliyev, presented ASPR’s forecasting and analytical toolkit. He introduced the QazMod macroeconomic modeling ecosystem used to assess key macroeconomic indicators and analyze the impact of fiscal and monetary policies on economic dynamics. Special attention was given to methodologies for disaggregating macroeconomic indicators down to the level of districts and cities, enabling a more accurate and targeted assessment of socio-economic development and strengthening the evidence base for informed management decisions.

The lecture concluded with an active question-and-answer session, during which students discussed issues of strategic planning as well as practical aspects of developing regional plans and applying analytical models.
