The Agency, the National Bank, and the EBRD have signed a Memorandum of Understanding and Cooperation

On 16 March 2026, a meeting was held between                                         Ms. Madina Abylkassymova, Chairperson of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market              (The Agency), and a delegation of the European Bank for Reconstruction and Development (the EBRD) led by First Vice President Mr. Greg Guyett.

During the meeting, the parties discussed the current situation in Kazakhstan’s financial market, including the results of the banking sector’s development in 2025, as well as key priorities and areas for development for the current year.

The parties also reviewed ongoing cooperation and key areas for further collaboration, including the provision of technical assistance by the EBRD aimed at reforming the capital market.

Following the meeting, a tripartite Memorandum of Understanding and Cooperation was signed between the Agency, the National Bank, and the EBRD. The document is aimed at strengthening cooperation in the development of the Capital Market Development Programme of the Republic of Kazakhstan until 2030, as well as improving the legislative framework in this area.

The Memorandum establishes a framework for the implementation of the EBRD’s technical assistance project focused on preparing systemic capital market reforms. The project will include a comprehensive assessment of the current state of Kazakhstan’s securities market, including an analysis of the investor base structure, issuer activity, market infrastructure performance, as well as the existing regulatory and supervisory framework.

The project will result in the development of the Capital Market Development Programme of the Republic of Kazakhstan until 2030, including a set of measures aimed at enhancing market infrastructure, improving regulation, and introducing new financial instruments. In parallel, a draft new Law on the Securities Market will be developed, taking into account best international standards and practices of leading financial jurisdictions.
