The Agency for Regulation and Development of the Financial Market has developed supervisory priorities for the microfinance sector for 2026. implementing risk management requirements for microfinance organizations and integrating them fully into the supervisory framework;
practical implementation of self-regulation in the microfinance and debt collection sectors;
developing principles of proportionate regulation, taking into account the business models and risk profiles of market participants;
introducing requirements aimed at preventing unfair or abusive practices in the activities of microfinance organizations;
strengthening the protection of financial services consumers, including monitoring compliance with legislation governing consumer microloans;
digitalizing supervisory processes and developing analytical tools for risk profiling;
conducting thematic inspections in areas with elevated risk exposure.
Supervisory activities will be based on a risk-based approachfocusing on entities where risks have been identified, as well as on systemic practices that may affect the level of household debt.
With the introduction of risk management system requirements, measures will be taken to implement a two-tier supervisory model, with certain functions delegated to self-regulatory organizations.
To introduce behavioral supervision into supervisory practice, further develop the microfinance sector, improve procedures for issuing microloans, and strengthen mechanisms for protecting borrowers’ rights, the Agency will adopt the relevant secondary regulations.
The supervisory priorities for the microfinance sector are intended to provide market participants with a clear understanding of the Agency’s plans to further improve the supervisory framework and ensure the balanced development of the microfinance sector in the medium and long term.
