About measures to improve protection of consumer rights in provision of banking services
Agency for Regulation and Development of the Financial Market has developed a draft decree of the Agency's Management Board "Amendments to Decree of the Management Board of the National Bank of the Republic of Kazakhstan dated July 28, 2017 No. 136 "Approval of the Rules for Provision of Banking Services and Study by Banks, Organizations Carrying Out Certain Types of Banking Operations of Customer Appeals Arising in the Process of Providing Banking Services" (hereinafter the Draft Decree).
The draft decree was developed for implementation of the Law "Amendments to Certain Legislative Acts of the Republic of Kazakhstan on Development of the Financial Market, Protection of Rights of Consumers of Financial Services, Communications and Elimination of Excessive Legislative Regulation".
The draft provides for introduction of the following extra control measures:
1) determination by banks of the procedure for provision of services to persons with disabilities and low-mobility groups of the population, taking into account requirements of the national standard for accessibility of branches of financial institutions for provision of services to persons with disabilities and other low-mobility groups of the population;
2) posting a calculator for calculation of monthly payments on a bank loan on the bank's Internet resource;
3) a requirement to notify clients about an increase in tariffs for payments and transfers 3 months before their increase;
4) determining the timeframe for study of client requests.
Editorial amendments are also made to the title of the regulatory legal act.
