From projects to tangible results

From projects to tangible results

A meeting of the akimat was held under the chairmanship of the akim of the region Yermek Marzhikpayev, at which the results of preparation for the heating season 2021-2022, modernization of highways were considered.

According to the head of the regional Department of Energy and Housing and Communal Services of Akmola region Daniyar Kuanyshbayev, the total budget amounted to 40 billion tenge. Including in the field of heat supply, more than 13 billion tenge has been allocated for construction, reconstruction, repair work and fuel purchase.

6 billion tenge was provided for 14 projects for the reconstruction and construction of heat sources and heating networks in seven settlements: five projects for the reconstruction of heating networks in Kokshetau, two for construction in Makinsk, Bulandyn district. This list also includes the construction and reconstruction of a heat source and heating networks in the village of Akmol, the construction of heating networks in the villages of Astrakhan and Balkashino, Burabay and Stepnyak. This made it possible to connect an additional 21 multi-apartment residential buildings, 189 private houses and 22 administrative facilities to the heating supply networks, as well as to improve the quality of services provided.

The heating season in the region began in the third decade of September, but not all heat sources are fully prepared for work: 659 out of 663 boiler houses have been repaired. The delays from the schedules were recorded at the local boiler house of the Abylaikhan mkr. of Stepnyak, the central boiler house of the village of Zerenda, the boiler houses of the Burabai and Arshaly-2 settlements are not able to work at full capacity.

Yermek Marzhikpayev had to suspend the speaker's speech in order to listen to the akims of the districts where the deadlines for preparing municipal infrastructure for winter were disrupted.

— We have allocated considerable funds to prepare for the heating season so that you can prepare in time— - he criticized the akims of the districts. — Now it turns out that you rushed to make up for lost time when "the train has already left". Heat supply is one of the main conditions for a comfortable life for people, especially during the difficult time of the coronavirus pandemic.

There are problems with heating on several streets of the city of Yesil, the hydraulic mode does not reach the required parameters. A decision has been made to launch the old boiler house, installation of new boilers is required.

As for the cities of Kokshetau and Stepnogorsk, repair work is carried out on schedule at the Stepnogorsk CHP – 82.4% of the annual plan. According to the GCP at the Kokshetau Zhylu PCV, the repair was completed in a timely manner.

According to the speaker, tenders for the supply of solid fuel have been completed at municipal enterprises and public sector organizations (education, healthcare, social protection). 150 thousand tons of coal were harvested, or

93% of the two-month demand. There is a regulatory reserve in a number of districts, but it is below the average regional level. In Arshaly - 92%, Atbasar - 85%, Bulandyn - 78%, Yerementau - 80%, Yesil - 80%, Sandyktau district - 87% of the two-month supply, in Kokshetau - 75%.

The population purchased 326 thousand tons of coal (50%). In total, 662 thousand tons are needed for the winter period. The average cost of coal remains approximately at the level of last year and is about 13,200 tenge per ton.

Answering the question of the akim of the region about the shortage of Shubarkul coal at the railway dead ends, Daniyar Kuanyshbayev stressed that there is a trial with suppliers. There are no visible reasons for the shortage, the hype is created artificially, most likely, suppliers are holding back fuel.

In the speech, information was also announced about the modernization of electricity and water supply networks, the state of accounts receivable and accounts payable of utility companies.

In conclusion, the head of the regional Department of Energy and Housing and Communal Services raised a very important issue, revealing the "reverse side of the coin" of the process of preparing for the heating season. Together with heat sources, communications, all heat supply facilities should also be carefully prepared for winter. This year, KSK was responsible for multi-apartment residential buildings. This form of condominium management will cease to exist from the second half of 2022.

All the work will fall on the associations of property owners (AXIS) and simple partnerships (PT). If the apartment owners do not decide on the choice of new forms of management and remain without a management body, they will jeopardize the preparation for winter and their own well-being. Of course, local executive bodies should provide active assistance to homeowners. But... out of 2633 houses, axes and PT were created only in 469. The lowest performance indicators of the plan are in Burabay, Tselinograd, Akkol districts, the city of Kosshy. And the Arshalynsky district is completely "marking time", the situation in the regional center leaves much to be desired.

Taking into account what he heard, Yermek Marzhikpayev noted that the mayors of the districts and other officials, whose fault disrupted the timing of preparation for the heating season, will be brought to disciplinary responsibility. The heads of a number of departments and organizations were instructed to take all necessary measures for uninterrupted heat supply in the territory of Akmola region.

According to the head of the regional department of passenger transport and highways Vladimir Kulakov, 37.8 billion tenge is provided for the construction and repair of local roads, modernization of the road network of settlements this year. These are 232 projects, 172 of them are completed by the end of the year. 800 kilometers of roads will be brought into proper condition. Work is being carried out on several programs and special projects at once, including the "Comprehensive Plan for the socio-economic development of settlements adjacent to the city of Nur-Sultan", "Auyl - El Besigi" and others.

The construction of two emergency bridges on the Atbasar – Sochi and Yesil – Svobodnoye – Razdolnoye highways has begun in the region, major repairs have touched the roads of the Eastern bypass of Nur-Sultan - Saryoba station, medium repair of the Zholymbet – Shortandy – Prigorodnoye, Bu-zuluk – Almaty, Shchuchinsk – Zern- da – Vedenovka, Zerenda – Krasny Kor-don – gr. region, Kokshetau – Krasny Yar – Simferopol – Zholdybai highways .

The laying of asphalt concrete pavement on the roads of regional significance must be completed by October 20. In total - 186 kilometers. The largest volume is in Tselino-Gradsky district (45 km), in Zerendinsky (27 km), in Burabaysky (14.5 km). The governor of the region stressed that the work on the repair of roads was delayed, there can be no objective reasons and excuses here.

Despite the fact that colossal sums have been allocated for the repair of highways in recent years, there are sites on the condition of which residents of Akmola complain more and more often. The department responded to them (and here, among other things, the appeals voiced by the population at the reporting meetings of the akim of the region) by starting the development of a POI according to the prepared list.

In the region, work continues on the patching of asphalt concrete and sand-gravel mixture, filling and profiling of gravel roads, road markings, replacement and installation of new road signs, etc. Preparations for the winter period have begun. 225 million tenge is provided for November-December of this year alone.

— Over the past three years, about 95 billion tenge has been allocated for the construction and repair of highways in our region. If in 2016 there are only 3.8 billion tenge, the next two years are 12 billion tenge, then in 2019 there are already 21 billion tenge, and last year 35 billion! That is 10 times more than in 2016. In the current one, even more. We are completing the modernization of road infrastructure in regional centers, moving through small rural districts. The money is huge, thanks to them, the quality of people's lives should significantly improve. Sluggishness in the development of funds for individual projects is unacceptable—" the governor of the region said.

Heads of departments, akims of districts and cities were given instructions to ensure one hundred percent utilization of budget funds.
