The principle of protection of the right to trust

This principle is the “guarantee” of the administrative body that the adopted administrative act is legal and consistent. A mistake made by an administrative body cannot be turned to harm a person.

So, if a favorable administrative act in relation to a certain person (or a circle of persons) is adopted illegally, provided that this is not the fault of the addressee of the act and this act does not violate the rights and interests of other persons, such an administrative act will not be subject to cancellation, with the exception of certain cases (in this case, the person will be compensated for the harm arising from the cancellation of the act).

1) the legal act on the basis of which the administrative act was issued is declared unconstitutional;

2) a deliberate unreliability of the document or information provided by the citizen is established;

3) an administrative act was adopted as a result of the commission of illegal actions by a citizen established by a sentence or court decision that has entered into legal force, a decision of a prosecutor, a criminal prosecution body, or a body (official) authorized to consider cases of administrative offenses;

4) an administrative act affects the state or public interests, the security of the state, or may lead to serious irreversible consequences for the life and health of people.
